Consultancy Services for the Kenya Electricity Supply System Study
Background
The electricity supply system in Kenya is challenged in the delivery of a consistent supply of electrical power of acceptable quality and reliability. The transmission and distribution system is severely constrained, particularly during peak hours, when system voltages in parts of Nairobi, Western and Mt. Kenya Regions drop below acceptable levels. This has occasioned power supply interruptions, despite availability of adequate generation capacity to meet demand.
To address this anomaly, the Government of Kenya has received financing from the World Bank towards the cost of the Energy Sector Recovery Project and intends to apply part of the proceeds towards a detailed study of the interconnected electric power supply system. The project will be implemented by the Energy Regulatory Commission (ERC).
ERC, established under the Energy Act, 2006, is an autonomous energy sector regulatory agency, with responsibility for economic and technical regulation of electric power, downstream petroleum activities and renewable energy sub-sectors.


Objective of the assignment
The objective of this study is to analyze the power supply system during normal and fault conditions, carry out system modeling, load flow studies, establish reactive power requirements, transmission constraints and recommend remedial measures complete with economic and financial analysis, taking into account the ongoing and committed projects, to enable corrective actions to be taken in optimizing the design, function, operation, protection and control of the system.

Scope of services
The scope of System Study shall include:-
1. Appropriate network studies for the system as it exists and as it expands in the near term (of three to five years).
2. Determination of reactive power compensation requirements to maintain desired system voltages and optimal transmission efficiency and recommend the best compensation equipment at optimal locations in the network.
3. Making of recommendations for optimization measures and necessary improvements for the power supply system, as it exists now and expands in the near term in accordance with the Least Cost Power Development Plan (LCPDP), to meet agreed system reliability standards.
4. Identification of constraints in the transmission system that may hinder optimal power transfers at desired quality, level of losses and system security standards, and recommend remedial measures, taking into account the ongoing and committed projects.
5. Determination of the optimum transmission voltages and system configuration requirements for selected voltages taking into account technical losses, future power transfer needs within the country as well as the on-going developments in the Eastern Africa region.

Criteria
Interested eligible firms must meet the following criteria:
· Submit company profile, certificate of registration and audited accounts for the last 3 years.
· Demonstrate experience in:-
1. Power system planning including demand forecast, generation, transmission and distribution planning; and undertaking economic and financial analysis;
2. Power system analysis and system operations;
3. Generator governor and excitation control systems and modeling, as well as modeling of wind farms and embedded generation;
4. Telecommunications and SCADA systems, and
5. Carrying out similar assignments (include a suitable work-plan with clearly identified deliverables).
· Provide signed CVs for the following key personnel; Team Leader with at least twelve (12) years experience in electrical engineering, and other Experts with at least eight (8) years experience in Power System Planning, Analysis and Operations, Design and Construction, Protection, Generator Governor and Excitation Control Systems and Modeling, Telecommunications and SCADA Systems, as well as Energy Economics and Financial Analysis.
· The EOI should be submitted in four (4) hard bound copies to the address stated here below.
The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
