Organizational Setting and Reporting
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Human Settlements Financing Division of UN-HABITAT.
Responsibilities
Reporting to the Deputy Executive Director, the incumbent will be responsible for providing leadership in formulating the Division’s periodic work programmes and implementation strategy, in support of the Organization’s Strategic Framework and in achieving the overall objective of the United Nations Habitat and Human Settlements Foundation. Specific responsibilities will be as follows:
1. Directing and managing major programmes of the Division; contributing to the formulation of the Division’s overall strategies and policies by participating in various committees; preparing documents on policy issues; ensuring that the Organization is able to identify and forge partnerships globally and at the country level with financial institutions and national governments as a way of mobilizing private and domestic capital, with special emphasis on increasing pro-poor investment in slum upgrading, water and sanitation, housing and municipal finance.
2. Designing fund-raising strategies for the Foundation; negotiating with multi-lateral/bilateral donors for resource mobilization and promoting/coordinating joint fund-raising activities.

Background:
One of the strategic intervention areas of UNODC in Eastern Africa is to contribute to the building of
sustainable structures to strengthen justice and the rule of law for all citizens in the region. As part of
this commitment, in 2009 and after extensive regional consultations with the ministerial
representatives of twelve countries within the region, the UNODC launched a Regional Programme on
Promoting the Rule of Law and Human Security in Eastern Africa (2009-2012).
The purpose of the Regional Programme is to support the efforts of the member states in the East African region to respond to evolving security threats and promote the rule of law, justice and human security. This
programme also sets out the strategies, objectives and expected outputs to be followed and achieved
by the UNODC in implementing the programme. The programme consist of three sub-programmes,
I: “Countering Illicit Trafficking, Organized Crime and Terrorism”, II “Fighting corruption and
promoting justice and integrity”, and III “health and human development”. Each sub-programme is
developed by a Programme Coordinator in close cooperation with experts for specific areas. The
Programme Assistant will contribute to the implementation of sub-programmes I and II.
Duties and Responsibilities:
Under the overall supervision of the UNODC Representative, the direct supervision of the Programme
Coordinators and in close cooperation with short-term experts at UNODC ROEA, the duties and
responsibilities of the Programme Assistant will be as follows:
Assist in preparation of work plans, progress reports, background documents, field reports;
Assist in monitoring programme expenditure and preparation of budget revisions;
Assist in tracking, monitoring and evaluation of programme status and related documentation;
Provide accounting and administrative support in full compliance of financial processes and
financial records with UN/UNDP rules, regulations, policies and strategies;
Undertake the correct organization of contracting and procurements processes including the
preparation of requests for quotations, invitation to bid, or requests for proposals, as well as receipt
of quotations, bids or proposals, their preliminary evaluation;
Carry out the correct preparation of payments, including compilation of supporting documentation
and data, set up of related forms in UNODC financial management ledger (FOML), preparation of
purchase orders, obligations, travel authorizations, etc.
Maintain a proper filing system for finance records and documents and other programme files;
Maintain a registry of programme-related correspondence and progress, technical reports;
Prepare and disseminate formal correspondence and programme documentation;
Assist staff and expert missions through the development of mission agendas and appointments, the

One of CRS' strategic objectives, as defined by its Emergency Strategy, is to become a more innovative and effective emergency prevention, preparedness and response organization. One of the key elements of the agency's new emergency strategy is to build a more dynamic and accountable rapid response capacity. To provide technical support to country programs and regions to achieve this result is a primary function of the Emergency Response Team (ERT). The ERT provides support in program sectors such as shelter, protection and water and sanitation and in operational support areas such as finance, supply chain management, security, communications, and management of emergency response programs. In coordination with the Regional Technical Advisors for Emergencies (RTA Emergencies) and other members of E-Ops, the ERT is also responsible for enhancing CRS staff capacity to design and manage effective emergency programs. ERT members assist CRS country programs with strengthening the humanitarian response capacity of local partners, particularly Caritas partners. This multidisciplinary team provides leadership and responsive support for systemic improvements in CRS emergency programming.
Primary Function:
The PMII-Emergency Operations can be deployed at short notice (within 48 hours) to fill critical emergency response roles in the event of a humanitarian crisis. The exact responsibilities in emergency responses will vary depending on the local context, ranging from providing direct management of relief support operations, setting up field operations/offices, setting up and managing relief delivery systems, designing field security plans, providing technical assistance and advise on best practices and standards and mentoring of CRS Partners and Country Programs staff.
During non-emergency response periods the PMII-Emergency Operations will be expected to carry out capacity building activities to strengthen the emergency response capacity of CRS Partners and Country Programs. The ability to train, mentor and accompany local staff and partners is an integral part of the job. The PMII-Emergency Operations will also be required to support the development of commodity tracking systems, from procurement to warehousing to distribution sites. This individual will also help to manage prepositioned stock, including dealing with the UNHRD and the SCC prepositioning systems, and developing and keeping up to date vendor framework agreements.
Responsibilities:
1. As a member of CRS' ERT will be required to travel at least 50% of time specifically in often at very short notice (within 48 hours) and for an average of two to six weeks (with a maximum of two consecutive months under exceptional circumstances).
2. As a leader or team member, provide immediate in-country guidance and support emergency supply chain management, including procurement, warehousing, and transportation during an emergency response. Also provide support in other Operations functions such as security, staffing, finance, IT/communications and administration, as needed.
3. Work collaboratively with country program staff and provide on-the-job training to country program and partner staff during an emergency response.
4. Work in collaboration with Emergency Operations staff and HQ departments, specifically the Management, Policy and Information (MPI) team of the Overseas Support Department (OSD), and the Purchasing department to keep up-to-date on the latest policies and procedures and to define and disseminate best practices and standards for supply chain management and field operations in general in emergencies.

UNDP-Somalia has three thematic units: 1. Governance; 2. Rule of Law and Security; 3. Poverty Reduction and Sustainable Livelihoods. The Governance Unit supports development of government institutions and processes of good governance, including the civil society.
The UN Somalia Good Governance and Human Security outcome, as articulated through the UN Strategic Assistance to Somalia (UNSAS) outcome no. 3, is stated as:
Good governance and human security: Somali people live in a stable environment where rule of law is respected and rights-based and engendered development is pursued. The UNDP Programme Somalia contributes to the UNSAS outcome through the following Country Programme Document (CPD) Outcomes:
Outcome 1:
Somali women and men and authorities are better able to build peace and manage conflict;
Outcome 2:
Somali women and men, girls and boys benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights;
Outcome 3:
Somali women men benefit from increased sustainable livelihood opportunities and improved natural resources management; and
Outcome 4
: Somali women attain greater gender equality and are empowered.
SIDP is a multi-year, multi-donor and multi-million US dollar project (approximately $15mil annual budget). It consists of more than 20 project staff with a large number of consultants and more than 40 Government and non-government partners. It functions from three different physical offices.
In this context the UNDP Somalia Institutional Development Project (SIDP) is responsible for aiding Somalia Authorities to administer and manage core government functions more effectively.
SIDP assists in developing these institutions so that they may manage core government functions more effectively which, in turn, will lead to more effective and efficient service delivery to the Somali people. SIDP targets the 'machinery of government' comprising parliament, central and regional government ministries and agencies to enhance public administration and public financial management.
Because the need to address longer-term governance issues and immediate term issues with regard to the mandate of the Transitional Federal Government expiring August 2011 SIDP has adopted a dual approach: comprising (i) strengthening systems, developing policies and legislative/law-making capacities, developing human skills, carrying out public financial management and administrative reforms, and providing physical infrastructure and logistical support, and (ii) providing technical support to political and transitional processes to assist the Transitional Federal Government (TFG) and Transitional Federal Parliament (TFP) to fulfill their mandate under the Transitional Federal Charter.

Training is a frequent activity within the realm of development assistance and within the broader discussions on capacity development. At an international level, Berlin Statement on International Development Training, studies by the OECD and World Bank Independent Evaluation Group and many others have examined how training of individuals can contribute to capacity development of organizations and institutions. There is a consensus that training is more effective when combined with other organizational - and ideally - enabling environment (policy, legislation) reforms. Thus training should not be seen as an end, but a means to achieving change in organizational capacity. The challenge is thus how to shift from the focus of acquiring new skills to a change of workplace behavior and attitudes that welcomes the application of the new skills, and then subsequently to ensuring that the organizational behavior change leads in improved institutional performance. UN Habitat itself has opened discussions on training in the 1996 Istanbul Conference, and revisited the same topics during a learning event at the 2006 World Urban Forum entitled “Building Capacity for Better Cities: What have we learned?” The conclusion of the 2006 event was that many of the recommendations on how to improve the effectiveness of training from Istanbul in 1996 were still relevant, and many of the challenges being faced in the area of training and capacity building were still the same. This implies that a new approach is needed towards the provision of training that takes stock past lessons learned and best practice and reconfigure an approach to training so as to better enable training activities to contribute to sustainable capacity development of urban institutions.
UN Habitat undertakes a significant number of training activities each year. It is however less the quantity of training, but rather the complexity of the overall training agenda that is of note. Firstly, training activities cut across numerous sectors and themes (including urban energy, water and sanitation, waste management, urban transport, urban governance, urban planning and policy, building materials and technology, low-income housing, housing policy, housing rights, land and tenure, slum/human settlements upgrading, housing finance, urban Finance, environmental sustainability, environmental planning and management, climate change and cities, natural and man-made disasters, Post conflict assessment and reconstruction, and safe cities. Secondly, training is offered in a wide array of development contexts ranging from middle income to least developed countries, to conflict affected ones, and those recovering from natural disasters, and combinations of these. Lastly, the target beneficiaries of the training also differ greatly and can be national or local government counterparts, civil society organizations, university professors, private sector, or other international development agency counterparts.
Within UN Habitat, the Training and Capacity Building Branch (TCBB) has the responsibility for working with Habitat Agenda Partners and other Divisions and Branches within the organization to develop the normative guidelines, methodologies and tools for capacity development of urban institutions. 1. General Background

Background

Background
This consultancy is with the UN Office on Drugs and Crime (UNODC), Regional Office for Eastern Africa, Nairobi, Kenya.
One of the strategic intervention areas of UNODC in Eastern Africa is to contribute to the building of sustainable structures to strengthen justice and the rule of law for all citizens in the region. As part of this commitment, in 2009 and after extensive regional consultations with the ministerial representatives of twelve countries within the region, the UNODC launched a Regional Programme on Promoting the Rule of Law and Human Security in Eastern Africa (2009-2012).
The purpose of the Regional Programme is to support the efforts of the member states in the East African region to respond to evolving security threats and promote the rule of law and human security. The programme envisages the following strategic priorities in the region, translated into the sub-programmes: Sub-Programme I: “Countering illicit trafficking, organized crime and terrorism” and Sub-Programme II: “Fighting corruption and promoting justice and integrity”.
Sub-programme I will provide the support to the ratification and implementation of the United Nations Convention against Transnational Organized Crime (UNTOC) and its Protocols (i.e. Trafficking in Persons, Especially Women and Children; Smuggling of Migrants; and the Illicit Manufacturing of and Trafficking in Firearms), the prevention of money laundering, the development of border control systems and container control for illicit goods, as well as capacity building for counter-terrorism.
Sub-Programme II aims at improving the quality and integrity of the justice and legal systems, the ratification and implementation of the UN Convention against Corruption (UNCAC), and the putting in place of both national and regional strategies against crime and corruption, including violence against women and children

The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.
