Background Information
An intergovernmental organization established in 1951, IOM is committed to the principle that humane and orderly migration benefits migrants and society.
The IOM Mission with Regional Function (MRF) for East and Central Africa is based in Nairobi/ Kenya and covers the following countries: Kenya, Ethiopia, Tanzania, Uganda, Djibouti, Burundi, Rwanda, Sudan and all three regions of Somalia.
The East and Horn of Africa are diverse regions composed of states in conflict, post conflict and development stages. The regions produce and serve as host to the world’s largest refugee population. The emerging migration trends in the region indicate an increased mixed migration flow of irregular migrants and asylum seekers to, through and from the countries along various routes that have been mapped by recent studies.
These flows and other movements are posing new migration challenges to the governments in the region in their efforts to manage migration due to increased internal displacements, increased vulnerability to human trafficking and smuggling, return and reintegration, lack of protection for migrant rights. Labour migration, large remittances flows, linkages with the diaspora and skill transfer from national experts abroad are some of the existing benefits the region states should better capitalize on.
Governments in the East Africa region are also faced with the challenge of ensuring harmonized regional integration with the coming into effect of the EAC Common Market Protocol in 2010 that will allow for the free and safe movement of persons with the East Africa Community Partner States.
MRF Nairobi is highly involved in supporting the government and regional economic bodies in the region to address the above mentioned migration challenges and to better benefit from the opportunities. In recent years the number of projects managed directly by the MRF and their thematic and geographical coverage has extended dramatically to more than 35 projects, with much support from the Project Development and Implementation Unit (PDIU).

Position Title: Project Development Officer

Classification: Associate Expert Type of Appointment: Fixed term, one year with possibility of extension

The primary function of the Project Development and Implementation Unit (PDIU) has two folds:
1.     To enhance the functions of the MRF Nairobi through project/ programme development, donor liaison, resource mobilization and coordination with IOM field missions within the East and Central African region.
2.     To directly implement and provide technical support for the implementation of counter trafficking, AVR, labour migration and diaspora projects as well as migration related research.
Supervision
The successful candidate will work under the overall supervision of the Regional Representative for East and Central Africa and under the direct supervision of the Regional Programme Development Officer (RPDO).
Periodic feedback will be given to the Associated Expert on progress and performance on setting goals and any problems encountered will be further discussed in order to find solutions to the various challenges.
Duties and Responsibilities
Working under the overall guidance of the Regional Representative and under the direct supervision of the Regional Programme Development Officer (RPDO), and in close cooperation with the relevant units in the MRF Nairobi the successful candidate will assist in developing, monitoring and reporting on programmes and projects with a particular focus on:
1. Support the design and development of new programmes/projects, related to IOM Service Areas (and especially in the areas of CT, AVR, LM, MIDA), with a particular focus on development of activities focusing on the needs of
vulnerable migrants traveling from sub-Saharan Africa north to Yemen and Europe via the Gulf of Aden route. Review of project documents for MRF Nairobi country missions and field offices focusing on irregular migration, return and reintegration, migration and development, etc.
2. Assist in identification of areas for new programs and development and preparation of project proposals in compliance with IOM procedures for project development, donors’ interest and governments’ requirements and policies.
3. Assist the RPDO in developing and maintaining liaison with governmental authorities, diplomatic missions and national and international institutions, coordinate and promote project implementation and fund-raising.
4. Under the guidance of the Regional Program Development Officer liaise with project manager for the DFID funded project “ENHANCING THE CAPACITY OF THE EAST AFRICAN COMMUNITY TO HARMONIZE MIGRATION MANAGEMENT AND ALLOW FREE AND SAFE MOVEMENT OF PERSONS” to ensure that migration activities are included within the EAC framework and are implemented.
5. Conduct desk research and take other action to prepare background information to support programme and project proposals in IOM services areas and especially CT, AVR, LM, MIDA.
6. Assist with the identification and development of specific programme and project components such as workplans, logical frameworks, budgets, monitoring and evaluation tools.
7. Assist in the identification of potential project partners in the best interest of effective and efficient implementation.
8. As needed, assist in the supervision, training and orientation of advisors, consultants, field officers, interns and support staff.
9. Provide backstop support for project implementation in the areas of CT, AVR, LM, Diaspora and migration related research as needed.
10. Assist in compiling donor, and other reports in close collaboration with the RPDO.
11. Undertake duty travels relating to programme assessment, liaison with counterparts, problem solving with the region.
12. Perform such other duties as may be assigned.

Desirable Qualifications
Education and Experience
    * Advanced university degree International Development/ Relations, international law or related field
    * professional experience in project development, project implementation, monitoring and evaluation
    * experience in liaising with national and international institutions.

Competencies
    * Excellent drafting ability, in particular ability to draft clear and concise papers in English;
    * ability to analyse and present fact, evidence and precedents as well as present clear opinions;
    * self-directed, ability to work with a high degree of autonomy as well as part of a team;
    * personal commitment, efficiency, flexibility, drive for results, creative thinking;
    * ability to adapt to changing circumstances;
    * ability to work effectively and harmoniously with colleagues from different cultural backgrounds;
    * familiarity with standard computer packages (MS Word, Excel, PowerPoint as well as electronic mail and use of the Internet as a research tool).

Languages

    * Thorough knowledge of English.
    * Good knowledge of French would be an advantage.

Training Components and Learning Elements
As an integral part of the IOM assignment, the Associated Expert will:

    * Gain experience in organization, management and international cooperation activities as well as the working group dynamics.
    * Be able to prepare documents using the IOM logical framework.
    * Participate in the development of programs and projects related to different migration areas and follow the project cycle from original idea up to implementation.
    * Gain experience in cooperation with governmental and non governmental institutions in Africa
