OVERALL OBJECTIVES
The position as Danish Refugee Council's (DRC) Country Director (CD) for Somalia is a newly established position aimed at providing overarching strategic and managerial leadership across the DRC Somalia operation, currently structured as three related but distinct programme entities: Somaliland; Puntland and South Central Somalia.

Within the wider DRC regional strategic framework for Horn of Africa and Yemen, the CD will be expected to lead an organisational and programmatic readjustment process intended to optimise coherence and synergies across the DRC Somalia operation, with the ultimate goal of firmly situate DRC as one of the leading INGOs in Somalia and the wider Somalia region.

DRC's Somalia programmes spans from emergency intervention over community recovery and development to peace and protection and reconciliation activities. The three programme entities (Somaliland; Puntland; and South Central Somalia) currently operate with a combine annual programme portfolio amounting to approx. 18 million USD.

The Somalia Country Director will supervise DRC Programme Directors (PDs) in Somaliland; Puntland and South Central as well as a small country wide support team consisting of a Deputy Country Director and sector advisors and coordinators. A close working relationship will be maintained with the regional senior management team; the regional support teams and DRC Country Directors in Yemen; Ethiopia and Kenya.

BACKGROUND

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others.

There are 4 main programme offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non-operational region-wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office (RO). Currently there is over 350 DRC staff in the region.

The last two years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability
