Background
The Transitional Federal Charter of the Somali Republic (2004) came out of the IGAD sponsored 2002-2004 peace negotiations facilitated by Kenya. A new Federal Constitution was to be drafted and adopted by popular referendum: the final year of the five year transitional period. However, the volatile security and political environment in South Central Somalia for much of 2006 to 2008 was not conducive to the progress of the constitution making process. In light of this, the Djibouti Peace Agreement of November 2008 between the Transitional Federal Government (TFG) and the Alliance for the Reliberation of Somalia (ARS) extended the transitional period and paved the way for a joint constitution commission to both facilitate and complete the constitution process within the new transitional period.

In close collaboration with a consortium of international partners, UNDP is supporting the constitution process through the Somalia Constitution-Making Support Project. This support includes the provision of financial and technical support on the constitution-building process to various Transitional Federal Institutions (TFIs) and civil society groups.

Within this context, UNDP wishes to recruit a Project Management Consultant to provide technical support to the UNDP Somalia Constitution-Making Support Project and the Independent Federal Constitution Commission (IFCC) on the finalization of the Somali constitution process as well as technical support to key political and transitional processes related to the Somali constitution and transitional process
Duties and Responsibilities

The outputs to which the consultant will contribute are broadly:

    * Civic Education: technical support to the constitution civic education process including the coordination of the work of the civic education implementing partners and the preparation of project cooperation agreements to facilitate the participation of civil society groups in the constitution process
    * Public consultation: technical support to the Commission in conducting public consultation and political outreach programmes including supporting the Commission in conducting thematic and sectoral consultations both in and outside of Somalia and consultations with key stakeholders and links with consortium partners.
    * Development and monitoring of process action plan.
    * Development, management, oversight of partnership agreements (LOA) with Ministries, IFCC, Parliament and other partners.
    * Project management and implementation: development and implementation of project work plans and operational plans and alignment of project work plans and priorities with IFCC, Media Partners and Civic Education implementing partners work plans
    * Training of project partners: training of national counterparts (government partners) and project implementing partners (media and civic education partners) on project requirements including compliance with UNDP procurement rules and regulations, monitoring and evaluation and reporting on the implementation and achievements of project activities.
    * Technical support to political and transitional tasks: support the establishment? and capacity building of the following key institutions to enable the TFG with the completion of priority transitional tasks before the end of the transitional period in August 2011:
    * Policy and Legislation Task Force within the Prime Minister's Office to undertake policy formulation and prioritization of TFG transitional policies within the framework of the TFG priority policy clusters
    * Cabinet Secretariat to co-ordinates and monitors administrative action of the cabinet.
    * Capacity building of the civil service in South Central Somalia particularly the civil servants serving in the core institutions
    * Technical support to the TFP Secretariat and the Office of the Speaker

Monitoring and Progress controls

The consultants will work under the overall supervision of the Constitution-Making Support Project Manager. A work plan for the consultancy will be developed and agreed to no later than two days after the start of the assignment. Evaluation of the SSA contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.

Final product/deliverable

A work plan with clear monthly milestones for the consultancy will be developed at the start of the assignment and will include inter alia detailed monthly progress report on the achievements of the monthly milestones by the consultant

Review/approval time

The performance of the consultant will be reviewed at the end of the contract to approve outputs prior to authorization of payments.

Required Skills and Experience

    * Advance university degree in Public Policy, Business Administration, Economics or related field.
    * At least 5-7 years of relevant work experience.
    * Good understanding of UNDP procurement rules and systems
    * Good understanding of consortium functions and skills
    * Prior experience of conflict Political process
    * Demonstrable knowledge of or experience in Somalia
