Description of Responsibilities:
1. Advises and supports the Representative and Heads of Offices in managing staff safety and security of UNHCR, its establishments and refugees or persons of concern.

2. Ensures UNHCR's participation in the UN Security Management System, including maintaining close co-operation with UN Field Security Coordination Officer(s), ensures UNHCR's compliance with MOSS requirements, co-operates closely with senior managers over the development of security plans and medical evacuation plans, and supports UNHCR staff serving as members of the country Security Management Team, Area Security Co-ordinators and Wardens.

3. Undertakes periodic security assessments in close co-operation with UNHCR senior staff members, analysing security factors and levels of risk related to UNHCR activities and evaluating existing security measures to determine their appropriateness and identify areas needing improvement.
4. Provides specific recommendations regarding measures and procedures to ensure and improve the safety of UNHCR staff, property and operations, with specific attention to agency-specific needs such as camp security, refugee convoys and security issues related to urban refugees: provides follow-up support to ensure implementation

5. Provides safety and security briefings, advice and training to UNHCR staff members, and as appropriate, staff members of UNHCR's partners;

6. As a member of the country team, contributes to efforts to ensure the physical protection and security of refugees by providing security assessments, analysis and advice in developing and implementing effective strategies which underpin the responisbilities of the host state;

7. Maintains updated security information and prepares periodic situation reports on security in accordance with UN and UNHCR standard operating procedures and as agreed with the Representative and senior managers of UNHCR.

Required qualifications:

University degree in International Relations, Law or related fields. Military/Police or security background highly desirable. Communication and Negotiating skills. Eight years of previous experience of which two years in an international capacity.
