    Organizational Setting and Reporting
        The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. Under the supervision of the Chief, Poverty and Environment Facility, the incumbent will perform the following:
   
    Responsibilities
1. Coordinate Poverty and Environment Initiative's (PEI) support to the regional teams by identifying candidate countries, assessing demand for country PEI programmes; Work with regional teams to engage UN Country Teams and national government into the PEI preparation phases. 2. Manage and develop further the application of best practices processes and methodologies for mainstreaming environmental sustainability into national development processes, including Poverty Reduction Strategy Papers and Millennium Development Goals implementation activities. 3. Research, analyze and present information gathered from diverse sources on country level poverty-environment mainstreaming; Organize and prepare written outputs on relevant topics, to ensure coherence in starting up country PEI programmes. 4. Advise the United Nations Development Programme, UNEP and Government officials engaged in the implementation of regional and country mainstreaming programmes on how to access PEI technical support services. 5. Manage the use of joint programming methods and tools to ensure effective and consistent administrative arrangements for preparing and launching new country programmes. 6. Provide direct input of regional PEI teams in launching and supporting new country programmes.

Planning and Organizing: Proven ability to work under pressure and to use limited resources effectively, putting up-front risk assumptions, and applying contingency measures to adjust plans and resources effectively. Teamwork: Ability to operate effectively across organizational and country boundaries; Ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; Proven record in working collaboratively with colleagues to achieve organizational goals; Excellent interpersonal skills demonstrated by the ability to lead and gain assistance and cooperation of others in a team endeavor. Communication: Excellent communication (spoken and written), including the ability to draft/edit a variety of reports on UN policy issues and strategies relevant to own work as required.

    Education
   
    Advanced university degree (Master's degree or equivalent) in natural resources management, development economics, international relations or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
   
    Work Experience
   
    Minimum of 7 years of professional working experience some of which should be at the international level in programme/project management, economic and/or environment fields. In particular experience with UNDP or any other UN Agency in joint programming and work at country level with UN Agencies or Governmental bodies on poverty environment mainstreaming, especially country level capacity building programmes is an advantage.
   
    Languages
   
    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
