Organizational Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the UNEP, Executive Office (EO), Corporate Services Section (CSS) at the Nairobi duty station. Under the supervision of the Chief, CSS, the incumbent will be responsible for the following:

Responsibilities

1. Human Resource Management: Effectively coordinate actions relative to the administration of human resource activities on recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training and ensuring consistency in the application of UN rules and procedures; Define conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
2. Budget and Finance: Take the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments; Monitor and review the work programme and budget; Coordinates the production of programme reports;

Define requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources; Develop procedures and implement same; Supervise and/or provide guidance on financial administration and management information issues and practices; Provide guidance and leadership to junior staff. 3. General Administration: Oversee work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services; Reviews adequacy of departmental space requirements; Oversee the identification of office technology needs and maintenance of equipment, software and systems and coordinate enhancements. Performs other duties assigned.

Professionalism: Strong knowledge of UN administrative processes, understanding of UN rules and regulations, ability to observe deadlines and achieve results.

Planning and Organizing: Proven ability to plan and organize work and develop clear goals athat are consistent with agreed strategies, identifes priorities and adjust planning if needed.

Teamwork: Good interpersonal skills, demonstrated ability to work in a multicultural and multiethnic environmentand to maintain effective working relations with people of different national and cultural backgrounds.

Client Orientation: Ability to identify clients' needs and propose appropriate solutions as well as maintain effective relationships with other partners.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration including finance, accounting or related field is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
