Summary of Position
IREX seeks a Program Director to launch and direct a possible two-year USAID-funded youth engagement and conflict mitigation program based in Nyanza Province, Kenya.

The program aims to build the capacity of youth-led community based organizations (CBOs) through training and support to promising youth leaders, the creation of networks of cooperation within and between communities that bridge ethnic and socioeconomic divides.

The Program Director, under the oversight of the IREX/DC Division Director, will have overall responsibility for meeting program objectives, managing staff, coordinating with partner organizations and financial oversight the project.
The position is based in Kisumu, Kenya with travel throughout Kenya. The position is contingent on funding.

Summary of Responsibilities:

    * Provide general oversight of the program; responsible for program management, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners
    * Mobilize civil society experts and other relevant stakeholders to address a variety of improvements in youth, conflict mitigation, and civil society development
    * Manage partner organizations and provides oversight to ensure receipt of all required partner deliverables
    * Serve as primary program representative to funder (USAID Mission, Nairobi)
    * Ensure on-time submission of all USAID-required deliverables
    * Provide overall management of sub-grantees and sub-contractors
    * Develop and maintain effective relationships with stakeholders in target communities
    * Make effective written reports and oral presentations on the developmental challenges facing the Program, and articulate the project’s successes in meeting those challenges
    * Responsible for the quality, cost, and timeliness of performance of all work performed under this Cooperative Agreement
    * Provide supervisory oversight to Youth/Conflict Specialist and Finance Manager

Qualifications:

    * Master’s or higher degree in International Development, Conflict Resolution, Public Policy or other relevant field
    * Relevant professional experience managing civil society, youth empowerment, or conflict mitigation programs in Kenya or East African countries and thorough understanding of the issues surrounding youth empowerment and conflict mitigation development in the country and/or region
    * Substantial development project management experience
    * Substantial experience working in an equivalent leadership position
    * Experience working with donors/host governments on development programs
    * Demonstrated ability to effectively manage a diverse team of employees
    * Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with CSO partners, constituents, media, youth, government officials, bilateral donors, as well as in-country and foreign experts
    * English language fluency required; Kiswahili and/or local Kenyan languages desirable.
