The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Poverty and Environmental Initiative (PEI) is a joint project of the United Nations Development Programme (UNDP) and UNEP. The project aims to integrate environmentally sustainable natural resource use as a core objective in national development and poverty reduction planning and budgeting so that poverty reduction and other economic development objectives are not undermined by the unsustainable us of natural resources. It also aims at building capacities in developing countries and countries with economies in transition so that decision makers know how environmental sustainability contributes to development, and how to include environmental sustainability in development planning and implementation. The project is implemented through a joint UNDP-UNEP facility based in Nairobi and regional joint teams. This position is located in the United
Nations Environment Programme, Division of Environmental Policy Implementation at the Nairobi duty station.
Responsibilities
Under the overall supervision of the Division Director (DEPI) and the UNDP Director responsible for the
PEI project, the incumbent will perform the following duties:
1. Coordinate and manage the UNDP-UNEP Global Poverty - Environment initiative project, P-E Facility and regional PEI teams.
2. Provide overall technical advice for the design and implementation of the Global PEI project to project staff
3. Formulate and implement a resources mobilization strategy and develop high level political contacts and liaison necessary for the project's successful implementation.
4. Determine priorities and allocate resources for the completion of outputs to ensure that project activities are carried out in a timely and effective manner.
5. Monitor progress, develop and implement remedial action to ensure delivery of project outputs and outcomes.
6. Update the UNDP-UNEP PEI project five year (2008-2012) programme document and regularly assess the technical appropriateness of the PEI project model - update when necessary.
7. Undertake the programmatic and administrative tasks necessary for the functioning of the facility; Manage, guide, develop and train staff.
8. Prepare financial and programmatic delivery reports and provide strategic advice to relevant UNEP and UNDP Directors.
9. Perform other tasks as required.
Competencies
•Professionalism: Knowledge of environmental and sustainable development issues and proven ability to perform extensive inter-agency and networking functions; Experience in programme planning, national development planning and technical cooperation projects providing technical and substantive support in the field of environmental and resource management policy development; Ability to rapidly analyze and integrate diverse information from varied sources.
•Planning and Organizing: Demonstrated ability to plan and manage the work of an Office, to develop clear objectives, to prioritize and allocate the time and resources appropriately in a time-sensitive demanding environment and maintain attention to both detail and the larger picture.
*Communication: Excellent written and verbal communication skills together with the ability to defend and explain difficult issues with respect to key policies, decisions and positions in inter-agency, donors and other fora.
•Leadership: Demonstrated managerial and supervisory capability with an ability to provide clear and compelling direction and ability to empower others to translate vision into results, establish and maintain relationships with a broad range of people to understand needs and gain support. Demonstrated ability to provide leadership and take responsibility for incorporating gender perspectives into substantive work;
commitment to the goal of achieving gender balance in staffing.
Education
Advanced university degree (Master's degree or equivalent) in natural resource economics, development economics or related area is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen years of progressively responsible experience in natural resource, development economic and environment management or related field is required, some of which should be at the international level. Experience with national development planning at the country level and experience in managing technical co-operation projects and programmes in developing countries and countries in transition is required. Supervisory experience in environmental and resource management policy development at national or international level is an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For the advertized post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
