Consultant for the Task Management of Evaluations

United Nations Human Settlements Program (UN-HABITAT)
UN-HABITAT is the coordinating agency within the United Nations system for human settlements and focal point for coordinated implementation of the Habitat Agenda, as well as the human settlements chapter of Agenda 21, and the MDG Goal 7 Target 11 of significantly improving the lives of at least 100 million slum dwellers by the year 2020.

BACKGROUND
UN-HABITAT is the coordinating agency within the United Nations system for human settlements and focal point for coordinated implementation of the Habitat Agenda, as well as the human settlements chapter of Agenda 21, and the MDG Goal 7 Target 11 of significantly improving the lives of at least 100 million slum dwellers by the year 2020. The evaluation framework of UN-HABITAT is informed by three objectives: to adopt and institutionalize results-based monitoring and evaluation, to promote evaluative knowledge and learning around results, and to streamline M&E procedures in all operations.

The Monitoring and Evaluation Unit, which is organizationally placed under the Executive Director, is responsible for improving monitoring and evaluation systems and coordinating monitoring and evaluation activities of UN-HABITAT.

In line with the instructions for preparing the biennium programme and budget, the Monitoring and Evaluation Unit develops an evaluation plan. The plan for the 2010-2011 biennium has outlined all mandated evaluations and key strategic evaluations to be undertaken. This consultancy is expected to provide support for the implementation of the evaluation plan for this biennium.

RESPONSIBILITIES

Under the guidance and supervision of the Chief, Monitoring and Evaluation Unit, the consultant will assume the day-to-day responsibility for coordinating and managing a portfolio of evaluations, and serve as the focal point for coordinating all stakeholders involved in the evaluation process. The tasks will include:

Preparation for evaluations:
Gather inputs for and review of Terms of Reference for evaluations.

Support the establishment and coordination of external Reference Groups involving technical experts and internal Reference Groups. Facilitate a consultative process with members of both groups throughout the evaluation

Prepare budgets with estimated costs for the evaluation including breakdown of budget for fees, travel, communication etc.

Manage and ensure a transparent, competitive and fair selection process of evaluation teams.

Manage the conduct of evaluations:

Ensure that evaluation teams understand the TOR and the Code of Conduct for Evaluation in the UN system and the United Nations Evaluation Group Norms and Standards.

Liaise with the evaluation teams, and ensure timely delivery of documentation and information requested; organize meetings and interviews requested by the evaluation teams with internal and external parties.

Facilitate country/project site visits, including communications with regional offices and Habitat Country Programme Managers.

Organize briefings and debriefings on evaluations with main stakeholders as appropriate.

Review and assess the evaluation inception reports, drafts and final evaluation products, including following up with the evaluation teams to ensure that products reflect all requirements for a high quality evaluations.

Conduct quality assessment of all evaluation reports using the UN-HABITAT criteria and checklist.

Support the use of evaluations findings:

Support the development of strategies the dissemination and utilization of evaluation results.

Follow-up on the preparation and implementation of management responses and action plans for evaluation recommendations.

The consultant might be assigned other tasks related the work plan of the Monitoring and Evaluation Unit as appropriate.

COMPETENCIES

Professionalism: Knowledge and core competences in evaluation including understanding of Results-Based Management (RBM); Experience in planning, management and conducting evaluation; experience in data collection methods and analysis; reporting and dissemination of evaluation findings.. Familiarity with UNEG standards and norms for evaluations is necessary

Communication: Speaks and writes clearly and effectively; listens to others; is culturally sensitive, is a good negotiator and has facilitation skills to encourage participation.

Teamwork: Works collaboratively with others to achieve task goals.

Planning & Organizing: Develops clear targets that are consistent with agreed strategies; identifies priority activities; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Management skills: Ability to manage evaluation processes,

EDUCATION

Advanced university degree (Master's degree or equivalent) in a relevant field, such as economics, statistics, information technology, or other relevant field.

WORK EXPERIENCEThe following experience is desired:

Experience in conducting evaluation of large programmes involving multi-countries and multiple stakeholders;

Proven experience in writing high quality reports.

Proven experience as evaluation management with ability to lead and work with other evaluation experts;

Experience working with the UN and with multi-stakeholders: governments, NGOs, the UN/ multilateral/bilateral institutions and donor entities.

LANGUAGE SKILLS
English and French are the working languages of the UN Secretariat. For this consultancy fluency in English is required. Fluency in other UN languages would be an advantage.

OTHER SKILLS
Excellent facilitation, communication and editorial skills are desirable.

REMUNERATION
Payments will be based on monthly rates. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
