Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level (www.unep.org). Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. The UNEP New York Liaison Office, UNEP/NYO, reports to UNEP's Division of Regional Cooperation and works with governments and civil society organizations of Canada and the United States of America and represents UNEP/HQ
at UN Headquarters, serving as a vital link with Governments through their Permanent Missions to the United Nations and their delegations to various intergovernmental meetings in New York, the General Assembly and its Commissions; and with departments of the UN Secretariat, notably the Offices of the Secretary-General and the Deputy Secretary-General, as well as with agencies, funds and programmes of the UN system. This post is located in UNEP/ NYO at the New York Duty Station. Under the supervision of the Director, UNEP/NYO, the incumbent will perform the following functions:

Responsibilities
Sustain daily operation and maintenance for UNEP/NYO computer systems, provide technical support for the network and the users in the New York Office including communication support for internet; Maintain daily contact with users to discuss specific solutions, answer queries, resolve user problems, develop and modify applications according to specifications provided by the users, advise and assist on computer related issues; Install, configure and standardize software packages including operating systems and provide user support; Perform database queries, generate statistics, reports, graphs, file transfers in support of UNEP/NYO activities; Assist in planning of installation, operation and maintenance of UNEP/NYO computer systems including Local Area Network, Network Servers, PC's, printers, other peripheral devices; Liaise with UNEP Telecommunications and Electronic Services, to ensure reliable operations of UNEP/NYO computer systems and services; Correct equipment malfunctions, restore operations, coordinate maintenance and repair; Perform any other assignments as requested by the supervisor.

Competencies

Professionalism: Familiarity with the United Nations information infrastructure, hardware, software and applications systems; effective functional comprehension of the interconnectivity between operating system platforms, applications and development tools; Knowledge of relevant programming languages and well developed programming skills; Ability to gather information from a wide variety of standard and non-standard sources; Ability to respond to changing requirements and assignments; demonstrated ability to apply good judgment in the context of assignments given; In depth knowledge of PC operating systems and computer networking.

Education
Completion of secondary school is required. Certification in computer hardware and relevant software, and computer networking training is required.

Work Experience
A minimum of 5 years of work experience in PC technical support and computer networking or related field.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Special Notice

Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidates from the duty station is identified. The candidate is responsible for any travel expenses incurred and visa or work permit issues in order to take the appointment. Staff members are subject to the authority of and assignment by the Secretary-General. All staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
