Mumias Sugar Company (MSC) is the leading sugar manufacturer in Kenya with a market share of about 60%. In its leadership role, MSC has diversified into power production and currently produces 38MW of electricity of which 26MW is exported to the national grid.

To ensure that we remain competitive and sustainable in future, we are in the process of implementing our strategic plans including establishing an ethanol distillery plant that will produce 22 million litres of ethanol per annum and building a water bottling plant with a capacity of 20 million litres per annum. These projects are targeted for completion by the end of the year 2011.

To support our strategies, we are working towards improving sugarcane yields through a comprehensive cane development programme and modern cane husbandry practices while increasing quality and quantity of sugarcane production.

In line with our objectives, we are seeking a highly motivated, resourceful and talented individual to fill the positions within the General Management Department:

Job Title: Safety, Health & Environment Manager
Reports to: Managing Director

Job Summary

Responsible for providing leadership, strategy and direction integrating Safety, Health, and Environment (SHE) policies, programs and processes in support of operational excellence and profitability. The incumbent will oversee compliance with applicable government, local and corporate SHE regulations and requirements

Key Responsibilities

    * Define the strategic direction of the SHE function and ensuring implementation of all plans
    * Develop and implement SHE standards, policies and procedures that ensure the health and safety of employees

    * Implement & maintain SHE Systems in accordance with OH&S Act, ISO standards and all applicable regulations
    * Provide SHE advice on company projects (COGEN, Ethanol & other sensitive products), advising design/project managers on the integrity of proposals from a SHE perspective
    * Collaborate with Department/function heads to define and implement SHE systems and programs. Oversee continual compliance and improvements
    * Provide SHE advice, expertise and training to enable compliance of company personnel and contractors.
    * Develop the competence required of managers and employees to fulfill their roles and responsibilities on all SHE matters
    * Identify SHE hazards, evaluate risks for all activities, products & services and develop controls to prevent and mitigate risks
    * Direct the development and maintenance of emergency response plans in order to provide clear guidance for continuous improvement in SHE performance
    * Manage SHE incidents, corrective & preventive actions until completion
    * Ensure SHE incidents are reported to relevant authorities where necessary
    * Develop a SHE audit program with the relevant stakeholders (internally & externally)
    * Perform regular reviews of SHE systems and report deviations to management
    * Maintain knowledge of best-practices in SHE while collaborating with external parties such as the Bureau of Standards, NEMA, relevant ministries and other government authorities
    * Ensure timely preparation and submission of all required reports and registers
    * Control all SHE related external specifications, codes of practice and legislation to ensure latest revisions are available
    * Generate annual budget for the function and manage expenses

Key Outcomes/ Results
    * Compliant MSC operating environment (Safety, Health & Environment)
    * Zero industrial accidents

Education & Experience
    * Bachelor’s degree in a related discipline. Post Graduate qualifications in the area of SHE preferred
    * Minimum 8 years of experience within safety, health and environment, including a strong background in manufacturing safety practices and flammable materials management practices
    * A strong working knowledge of state and local regulatory compliance requirements, including environmental compliance in sensitive environments
    * Demonstrated understanding and mindset for establishing effective compliance management systems
    * Significant experience at management level with a proven track record including SHE management system development, audits and incident investigation
    * Certified Professional with the relevant authorities
    * Member of SHE bodies
    * Highly developed people influencing and facilitating skills, be a natural communicator and adept at creating networks within all levels of the organization and external stakeholders
    * Experience in auditing of SHE systems using recognized auditing techniques
