Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the United Nations Environment Programme, Division of Regional Cooperation at the Moscow duty station.
ResponsibilitiesUnder the supervision of the Head of UNEP Moscow Office, the incumbent will carry out the following duties:
Perform secretarial and administrative duties: maintain office file system, screening incoming correspondence and telephone calls; assist in drafting routine correspondence; Iiaise with United Nations Development Programme (UNDP) Administration Finance and Environment units; provide general office assistance: handles routine administrative tasks; maintain contacts with UNEP Moscow partner organisations; process invoices pertaining to purchases and contracts to ensure that services are provided and outputs delivered; drafts routine inter-office correspondence with respect to relevant administrative and financial matters; responsible for inventory, maintenance and purchase of office equipment; track office payments and budget status reviewing; responsible for regular contacts with UNDP Moscow Administration/Finance on UNEP Moscow expenditures reporting; verify accuracy of reports provided by UNDP; responsible for UNEP Moscow budget performance submissions to UNEP/Regional Office for Europe Administration, monitor environmental and related political developments in Russia; screen news websites/mass media for environmental news; analyze, sort out processes translate and compile information pertaining to environmental events in the Russian Federation; compile and present information/data on related topics or issues;
attend UN Country Team meetings; translate UNEP press releases and ensure their dissemination in mass media; ensure visa support to UNEP staff through UNDP Moscow; facilitate hotel and transportation bookings; perform any other duties assigned.

Education
Completion of secondary school is required. Supplementary training in project management/administration or related field is desirable.
Work Experience
A minimum of 5 years working experience in programme or project management/administration or related field is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Russian is required. Knowledge of another UN official language is an advantage.

Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified. The candidate is responsible for any travel expenses incurred and visa or work permit issues in order to take-up the appointment. Staff members are subject to the authority of and assignment by the SG. All staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures
