GoSS Institutional Strengthening Project - South Sudan
Since September 2006 Deloitte Consulting LLP has been implementing the United States Agency for International Development (USAID) funded “Strengthening Core Institutional Structures in Southern Sudan” Project to support the establishment of effective, transparent and accountable core institutional structures for the Government of Southern Sudan (GoSS).
This program is designed to work with GoSS as well as state and local governments of the Blue Nile (BNS) and Southern Kordofan (SKS) states to strengthen their capacity to govern effectively, transparently, and with accountability to their citizens.
Deloitte is currently seeking expressions of interest for the position of Database Administrator, preferably from qualified Sudanese and Sudanese diaspora.
With USAID support the project has led and managed the Financial Management
Information System (FMIS) implementation for Southern Sudan’s Ministry of Finance and Economic planning (MoFEP), which includes oversight of database administration.
The Database Administrator will provide on-site, full-time hands on support and mentoring to Southern Sudan’s Directorate of Accounts in all aspects of managing the FMIS and other IT related tasks.
Candidates must be fluent English speakers, preferably with an advanced technical degree relevant to the position.
Candidates should also have strong work experience in the following: * Solid SQL Server 2005 or above
* SQL Server CLAP and/or data mining
* Database maintenances plans, backups
* Performance monitoring and tuning
* Implementing and maintaining high availability SQL Server installations
* Delivery of disaster recovery planning, testing and implementation for SQL Server installations
* Delivery of BI solutions and reports
* Working knowledge of Windows P. Windows Server 2003 or above and networking technologies
Key duties for the Database Administrator will include:
* Review and document the current database back up processes and develop formal procedures for backing up and securing the Government data, including maintenance and disaster recovery procedures
* Review and document the current hardware, software, and network diagram used by GoSS
* Work with the Treasury Advisor and others to develop formal procedures for importing the budget into FMIS
* Train and mentor the new IT recruits to maintain the FMIS database
* Coordinate and supervise maintenance of FMIS Local Area Network
* Ensure use of functional and updated anti-virus software for the Directorate of Accounts
* Provide general IT support to the Directorate of Accounts and ensure the equipment functions as intended to support the end users
