Purpose of the Position
Under the supervision of the Chief of Operations, SSC (Support Service Centre), you will manage the supply operations of Consolidated Supply Support (CSS). You will be responsible for planning, procurement, distribution and monitoring of UNICEF supplies, in support of the Kenya country programmes and other ESAR Countries in the region.
Advises on matters of contracting.
Key Expected Results
1. You will manage and oversee the procurement and logistics activities of CSSU-Supply section and provide guidance to procurement and logistics functions for KCO and other ESARO Countries in the region.
2. You will be responsible for logistics and supply planning for KCO through coordination with Operations and Programme Sections. Provide technical advice on specifications supply and logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment, in support of the country programme implementation
3. In liaison with Supply Division, you will monitor status of offshore orders, GAVI supplies, including processing and coordination of Procurement Services transactions from Government/NGOs
4. You will conduct market research, identify and recommend potential local suppliers. Maintains data on and evaluates local supply sources, overall performance, (competitive pricing, product quality and timely delivery). Assess supply operations and control mechanisms and advises on appropriate actions.
5. You will provide technical support and as ex-officio, participate in Joint Contracts Review Committee (CRC) meetings. Responsible for management of CRC Secretariat.
Qualifications of Successful Candidate
Advanced University degree in business administration, commerce or law or technical field required.
Knowledge of public sector or commercial procurement and supply practices of knowledge of UNICEF/UN supply procedures and financial regulations and rules.
Eight years of progressively responsible professional experience including at least three at the international level. Experience in commercial activities with the public or private sector in developing and industrialized countries. Developing country experience desirable.
- Knowledge of Supply Chain Management preferably in a developing country context
- Mastery of technical knowledge (product knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
- Knowledge of relevant Information Technology software
- Knowledge of managing inventory, transport, and diverse logistics operations (e.g., programme supply & logistics) in the international environment
- Knowledge of supply/contracting/logistics policies, goals, strategies, and approaches
- Knowledge of public procurement principles and processes
- Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice
- Knowledge of establishing strategic, long term and sustainable procurement arrangements
- Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques
- Knowledge of financial and legal implications in procurement process-
- Knowledge of category management.
Fluency in English and another UN language.
