Background:
One of the strategic intervention areas of UNODC in Eastern Africa is to contribute to the building of
sustainable structures to strengthen justice and the rule of law for all citizens in the region. As part of
this commitment, in 2009 and after extensive regional consultations with the ministerial
representatives of twelve countries within the region, the UNODC launched a Regional Programme on
Promoting the Rule of Law and Human Security in Eastern Africa (2009-2012).
The purpose of the Regional Programme is to support the efforts of the member states in the East African region to respond to evolving security threats and promote the rule of law, justice and human security. This
programme also sets out the strategies, objectives and expected outputs to be followed and achieved
by the UNODC in implementing the programme. The programme consist of three sub-programmes,
I: “Countering Illicit Trafficking, Organized Crime and Terrorism”, II “Fighting corruption and
promoting justice and integrity”, and III “health and human development”. Each sub-programme is
developed by a Programme Coordinator in close cooperation with experts for specific areas. The
Programme Assistant will contribute to the implementation of sub-programmes I and II.
Duties and Responsibilities:
Under the overall supervision of the UNODC Representative, the direct supervision of the Programme
Coordinators and in close cooperation with short-term experts at UNODC ROEA, the duties and
responsibilities of the Programme Assistant will be as follows:
Assist in preparation of work plans, progress reports, background documents, field reports;
Assist in monitoring programme expenditure and preparation of budget revisions;
Assist in tracking, monitoring and evaluation of programme status and related documentation;
Provide accounting and administrative support in full compliance of financial processes and
financial records with UN/UNDP rules, regulations, policies and strategies;
Undertake the correct organization of contracting and procurements processes including the
preparation of requests for quotations, invitation to bid, or requests for proposals, as well as receipt
of quotations, bids or proposals, their preliminary evaluation;
Carry out the correct preparation of payments, including compilation of supporting documentation
and data, set up of related forms in UNODC financial management ledger (FOML), preparation of
purchase orders, obligations, travel authorizations, etc.
Maintain a proper filing system for finance records and documents and other programme files;
Maintain a registry of programme-related correspondence and progress, technical reports;
Prepare and disseminate formal correspondence and programme documentation;
Assist staff and expert missions through the development of mission agendas and appointments, the
preparation of briefing packages and the arrangement of meetings;
Arrange travel and hotel reservations, prepare travel authorizations, process requests for visas, and
other documents for UNODC missions and participants in conferences/events/training seminars;
Provide organizational, logistic and administrative support to conferences, workshops, retreats;
Perform other duties as assigned by the Programme Coordinators or the UNODC Representative.

Education/Experience:
Secondary Education, preferably with specialized certification in accounting and finance or
administration. University Degree in Business, Public Administration or related discipline is an asset.
3 to 5 years of relevant experience in administration, finance or programme support service at the
national or international level. Advanced knowledge and experience in the usage of computers and
MS office software packages (Word, Excel, Power Point, etc). Experience in project administration
and organization of events is essential. Ability to handle matters and information confidentially is
required.
Familiarity with UNDP/UN management/ financial procedures highly desirable.
