Background
UNDP-Somalia has three thematic units: 1. Governance; 2. Rule of Law and Security; 3. Poverty Reduction and Sustainable Livelihoods. The Governance Unit supports development of government institutions and processes of good governance, including the civil society.
The UN Somalia Good Governance and Human Security outcome, as articulated through the UN Strategic Assistance to Somalia (UNSAS) outcome no. 3, is stated as:
Good governance and human security: Somali people live in a stable environment where rule of law is respected and rights-based and engendered development is pursued. The UNDP Programme Somalia contributes to the UNSAS outcome through the following Country Programme Document (CPD) Outcomes:

Outcome 1:
Somali women and men and authorities are better able to build peace and manage conflict;

Outcome 2:
Somali women and men, girls and boys benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights;

Outcome 3:

Somali women men benefit from increased sustainable livelihood opportunities and improved natural resources management; and

Outcome 4
: Somali women attain greater gender equality and are empowered.

SIDP is a multi-year, multi-donor and multi-million US dollar project (approximately $15mil annual budget). It consists of more than 20 project staff with a large number of consultants and more than 40 Government and non-government partners. It functions from three different physical offices.

In this context the UNDP Somalia Institutional Development Project (SIDP) is responsible for aiding Somalia Authorities to administer and manage core government functions more effectively.

SIDP assists in developing these institutions so that they may manage core government functions more effectively which, in turn, will lead to more effective and efficient service delivery to the Somali people. SIDP targets the 'machinery of government' comprising parliament, central and regional government ministries and agencies to enhance public administration and public financial management.

Because the need to address longer-term governance issues and immediate term issues with regard to the mandate of the Transitional Federal Government expiring August 2011 SIDP has adopted a dual approach: comprising (i) strengthening systems, developing policies and legislative/law-making capacities, developing human skills, carrying out public financial management and administrative reforms, and providing physical infrastructure and logistical support, and (ii) providing technical support to political and transitional processes to assist the Transitional Federal Government (TFG) and Transitional Federal Parliament (TFP) to fulfill their mandate under the Transitional Federal Charter.The Project Manager, Somalia Institutional Development Project will work under r the overall supervision of the head of the UNDP Governance Programme, the Project Manager will be responsible for the management of UNDP Somalia's primary institutional development project.

The Project Manager supervises and leads a team of staff, experts, international and national consultants. All the activities are implemented in close cooperation with other Management Support, Business Development staff, Programme,, Operations and other Teams. The Project Manager maintains a network with colleagues from UNDP, UN Agencies, INGOs, Government officials, multi-lateral and bi-lateral donors, private sector and civil society.

Duties and Responsibilities

Summary of key Functions:
    * Formulations of strategic policy and provision of technical advice in institution building, law making, legislative drafting and support to political process strengthening
    * Management of UNDP support project for Institution building for Somalia
    * Strategically positions UNDP as a lead player and donor/resource focal point in institution building in close collaboration with the other UN agencies
    * Strengthens the relationship/coordination with the donors to minimize overlapping, reduce transaction costs and maximize impact and efficiency.
    * Facilitation of networking and knowledge sharing within UNDP and the UN System

1. Formulates and implements strategic policies and provide technical advice in institution building, law making, legislative drafting and political process strengthening focusing on the achievement of the following results:
    * Provides policy advice, guidance and mentoring to counterparts
    * Conceptualize, plan, participate and coordinate periodic reviews and assessments
    * Conducts policy briefings and participate in missions related to institution building
    * Identifies and formulate coordinated approaches on institution building
    * Advise on national developments relevant to UNDP programmatic objectives in institution building and political process strengthening.
    * Participates in various policy and partnership forum including the all authorities in Somalia to ensure linkages of UNDP support to the various policy agendas and facilitate coordination with relevant stakeholders
    * Encourages full participation of all the stakeholders in order to promote empowerment and ownership in institution building processes,
    * Assists in the development of systemic approach to capacity building

2. Effective Management of UNDP support project for Institution building and political process strengthening for Somalia focusing on the achievement of the following results:
    * Provides overall direction to the project in order to achieve the project outputs and objectives
    * Conceptualizes, plans and manages UNDP support to institution building and political process strengthening (longer-term and immediate term) particularly as related to transitional issues leading up to and beyond August 2011, when the current legal mandate for the Transitional Federal Government and Parliament expires.
    * Provides guidance in the implementation and monitoring of project activities.
    * Monitors and analyzes the programme environment and advise on timely readjustments of strategies and activities.
    * Prepares work plans and budgets.
    * Ensures optimal management of financial, human resources and assets within the Institution building project.
    * Ensures the team management is based on targets, results indicators and through project implementation, monitoring and evaluation. Manages all contracts and agreements with project government, non-government and private partners.

3. Effective collaboration with the other UN agencies to strategically position UNDP as a lead player and donor/resource focal point in institution building and political process strengthening, focusing on the achievement of the following results:
    * Supports UNDP's engagement in the implementation of Outcome 3 of the UNSAS.
    * Plays an active role in policy advice, strategic thinking, and knowledge sharing.
    * Promotes information sharing with the relevant donors' community by initiating and/or participating in consultative meetings with the donors and preparing briefs on institution building and overall governance programme progress and activities.
    * Promotes flow of information and resources between and among the various levels of governance from national to local and local to national to improve effectiveness and cost effective service delivery (create a feedback mechanisms top-down vice versa);
    * Develops strategy and coordinate overall UNDP support to institution building and vis-à-vis related reforms in public administration and fiscal decentralization.
    * Coordinates with the World Bank all activities related to development and establishment of Public Finance Management.
    * Coordinates with political actors and technical counterparts promoting political process strengthening.
    * Conducts analytical work (e.g. institutional and risk analyses, capacity assessment, policy reviews) on institution building highlighting UNDP support and strategy.

4. Ensures strengthened relationship/coordination with the donors to minimize overlapping, reduce transaction costs and maximize impact and efficiency, focusing on the achievement of the following results:
    * Advises and assist UNDP in preparing for high level consultation meetings with donors and the Federal and State authorities on its country institution building assistance strategies.
    * Prepares UNDP position papers and UNDP resource mobilization strategy for discussion/presentation with relevant stakeholders.
    * Prepares regular progress reports (quarterly, mid and annual) for UNDP, donors and Government.
    * Serves as the Project Secretariat for the Project Board

5. Facilitates networking and knowledge sharing within UNDP and the UN System, focusing on the achievement of the following results:

    * Acts as the focal point on institution building for the UNDP Country Office and UN Country Team
    * Develops common work-plans with UN agencies engaged in institution building including political process strengthening.
    * In close collaboration with all UNDP programme and project managers, develops strategic entry points to enhance interface and linkages among UNDP supported initiatives for maximum results in the field of institution building.
    * Provides advisory support to UNDP corporate initiatives on institution building and governance at the global and regional level.

Impact of Results
The key results have an impact on the overall efficiency, and effectiveness of the SIDP Project operations as it relates to the use of corporate resources in the following areas:
    * Analytical and strategic support
    * Liaison and coordination with partners
    * Operational support including, financial services, Human resources and procurement and logistical services
    * Knowledge building and management.

    * Demonstrated capacity and substantial experience in dealing with policy, legal, legislative and strategic issues related to institution building and political process strengthening in post conflict countries.
    * Proven track record in project management of a similar size and of a similar nature, in a post conflict environment
    * Ability to apply RM and partnerships building theory to the specific country context
    * Demonstrated experience in managing development projects dealing with aid coordination, aid effectiveness, political process strengthening and broader development and conflict issues. Excellent drafting and presentation skills
    * Ability to plan and organize work programme
    * Ability to work with minimum supervision
    * Strong IT skills

Required Skills and Experience

Education:
    * Advanced university degree in public administration, law, economics, political science or related social science fields

Experience:
    * 10 years of work experience in programme/project formulation and management and policy advice in the areas of governance and decentralization required.
    * Strong work experience in similar conflict environments required.
    * Working experience in Somalia is an asset

Language Requirements:

    * Excellent command of written and spoken English
