VISION - The Vision of the Kenya Pharma Project is to create and promote a sustainable, uninterrupted supply of high-quality, low-cost medical commodities to the people of Kenya.
PROJECT CONTEXT - Kenya is one of the African nations supported by the U.S. President’s Emergency Plan For AIDS Relief (PEPFAR) to combat the HIV/AIDS pandemic. The plan includes support for life-saving antiretroviral treatment for People Living with HIV/AIDS (PLWHA). The Government of Kenya is also addressing the challenge by declaring a “total war” against HIV/AIDS, with a stated goal of achieving universal access to antiretroviral therapy (ART) by 2010. Kenya Pharma is working in collaboration with the Kenyan government to achieve this goal by establishing a reliable and sustainable pharmaceutical supply chain management system that improves forecasting and planning for commodity procurements, reduces costs, and masters “last mile” logistics to ensure that supplies reach even the most remote areas. The project has developed a web-based information system (the e-SCM) linking procurement, order processing, and distribution. The e-SCM tracks our progress and improves transparency, allowing the PEPFAR program in Kenya to achieve a significant increase in the number of patients with reliable access to ART. As a result, the project will play a major role in U.S. government efforts to scale up its provision of the drugs, supplies, and equipment needed for the care and treatment of people living with HIV/AIDS in Kenya.

Its aim is to distribute drugs for the care and treatment of persons with HIV/AIDs in Kenya.

Job Title: Operations Manager
Location: Nairobi, Kenya
Position Description
The Operations Manager is responsible for the following project functions and services: procurement of local goods and services required to support the project operations, physical facilities, in-country air and ground transportation, international travel, filing, translation, and ensuring compliance with USAID regulations, Chemonics policies and procedures, and Government of Kenya regulations and laws.
S/he will to ensure the timely provision of operations services to the project through supervision, oversight, guidance and support to a staff consisting of an administrative assistant and drivers.
Specific Duties and Responsibilities
* Ensure that the office functions according to Chemonics systems and practices and in compliance with local labor laws and practices, as well as USAID policy.
* Oversee and manage delivery of adequate, timely administrative and logistical support to project operations.
* Train and supervise other local staff, including administrative and office assistants, drivers, translators, and other staff as project needs dictate.
* Responsible for vehicle maintenance, office maintenance, including physical infrastructure, and office communications.
* Assist in Human Resources activities.
* Orient procedures for new staff and short-term consultants.
* Maintain regular communications with the Kenya Pharma team and partners.
Qualifications:
* B.A. required/Masters preferred or equivalent combination of education and relevant work experience.
* Minimum 7 years project management experience, including the supervision of employees required.
* Thorough knowledge of USAID and its contractual and reporting requirements required.
* Strong organizational and prioritization skills required.
* Ability to work both independently and in a team required.
