Background
TB is a major cause of mortality and morbidity in Southern Sudan.
Current WHO estimates stand at 79 per 100,000 for new SM+ cases and 140
per 100,000 for all TB forms.
This translates to 6,923 new SM+ and 12,268 TB cases of all forms in a
population of 8.26 Million people. The HIV situation might worsen the TB
epidemic. Currently, HIV prevalence in the general population is
estimated at 3%. A study conducted by CDC in 2005 indicated 11.2% of the
TB patients were co-infected with HIV.
TB care is mostly provided by NGOs. At present, around 17 NGOs provide
TB care in 42 TBMUs in all 10 States.
The TB Control Programme in Southern Sudan is faced with myriad of
challenges including lack of an effective M&E system particularly at
the lower levels. As the TB Control programme is embarking on major
efforts with support of partners to strengthen and scale up TB
activities in Southern Sudan, M&E needs to be addressed in order to
improve the quality of TB care in Southern Sudan.
Duties and Responsibilities
The main objectives for this consultancy include:
Developing a National M&E Framework and implementation manual for
the TB Control Programme in Southern Sudan.
Review the current program indicators and reporting formats/tools
Development of a comprehensive national and centralised TB M&E
database closely linked to the overall Ministry of Health M&E
database.
Train health care providers on the developed M&E framework.
Based on the above objectives, the purposes of the consultancy is to
technically support and lead an M&E working group to achieve the
above mentioned objectives. The M&E consultant will be responsible
for providing technical guidance and capacity building to the TB
Programme of Ministry of Health, Government of Southern Sudan and the TB
Technical Working Group (TWG). The major responsibilities of the
M&E consultant will be to:
Work with the TWG to establish/develop a National M&E Framework and
Implementation Manual
Guide the process of reviewing the current indicators and reporting
tools.
Work with the TWG and stakeholders to set out procedures for the
evaluation of program activities.
Provide the required leadership, guidance and support in development of
the M&E framework.
Support the establishment of a central TB M&E
database and implementation manual
Train health workers involved in TB work on the developed M&E
framework

development

Communication:
Ability to write in a clear and concise manner and to communicate
effectively orally
Required Skills and Experience
Masters degree in Public Health, Monitoring and Evaluation,
Epidemiology, or related fields
At least 5years experience in monitoring and evaluation
The incumbent must have extensive experience and knowledge in designing
Monitoring and Evaluation Systems for National, Sector TB and HIV/ AIDS
Strategies.
Proficiency in word processing, databases and spreadsheets, including
advanced skills in at least two of the following programs: SPSS, Excel,
Epi Info, Stata, and Ms Access
Demonstrated experience with Health Management Information System
Experience in setting up data bases and presenting statistical reports
Excellent planning and organizational skills
Good knowledge of spoken and written English as well as ability to draft
reports
