The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global
leader in the fight against pediatric HIV and AIDS, working in 17
countries and at 4,700 sites around the world to prevent the
transmission of HIV to children, and to help those already infected.
Today, because of the highly successful work of the Foundation and its
partners, pediatric AIDS has been virtually eliminated in the United
States. EGPAF is engaged in a process of creating a local affiliate
organization namely; Ariel Pediatric Aids Health Care Initiative(APAHI),
which will be positioned to assume responsibility for the
implementation and management of the EGPAF’s program activities in
Tanzania. The goal of this transition activity is to strengthen the
sustainability and local ownership of the EGPAF’s work.
APAHI will be funded initially by the Foundation, and positioned to
apply for direct funding for programmatic work from the U.S. government
and other donors. As an affiliate of the EGPAF, APAHI will have access
to technical and operational resources from EGPAF to support its work
and ensure ongoing capacity building.
APAHI is recruiting for the Executive Director who will serve as a
liaison to EGPAF to ensure strong collaboration and coordination of
operational start-up during this transitional period. APAHI envisions a
world where children and families have access to quality health services
and live free from HIV/AIDS to realize their full potential.
Accordingly, APAHI will work to improve the health of children and
families by eliminating pediatric HIV/AIDS through capacity building,
advocacy, research, prevention and treatment by working in partnership
to create and implement innovative solutions for improved healthcare.
Job Summary
The Executive Director will implement the strategic goals and objectives
of APAHI. This person will give direction and leadership toward the
achievement of APAHI’s mission, goals and values and its annual goals
and objectives. Using her/his strong collaborative skills, the
successful candidate will expand the organization’s fast growing dynamic
program with the goal of eliminating pediatric HIV and improving
maternal and child health in Tanzania.Essential
duties and responsibilities
Board administration and support
· With the Chairperson of the Board of Directors, enable the Board to
fulfill its governance function.
· Supports operations and administration of the Board of Directors by
advising and informing Board members, interfacing between the Board and
staff, and supporting the Board’s evaluation of the Executive Director.
· Serve as a liaison between the Board of Directors and EGPAF to ensure
strong collaboration in the fulfillment of the requirements for
Affiliation.
Overall management:
· Guide organizational development and capacity building activities for
the organization as it expands its size and breadth.
· In collaboration with the Board, ensure compliance with the Foundation
Principles and Standards for Affiliation.
· In collaboration with the Board and APAHI technical team, guide the
overall program strategy and implementation for HIV clinical services in
keeping with the overall goals and objectives of the organization and
the Ministry of Health and Social Welfare in Tanzania.
Human Resources Management:
· Recruit, manage and motivate a diverse staff of high quality people.
· Prepare for the anticipated growth of the organization through the
development and implementation of policies and procedures, including
training, staff development, recruitment and termination, succession
planning, and performance management for all staff.
· Supervise staff on the senior leadership team.
Administrative/Financial Management
· Establish a rigorous set of policies and procedures for financial,
administrative and grant management which is consistent with the
Foundation Principles and Standards for Affiliation.
· Oversee and supervise all operations and administrative activities.
· Work with the staff and Board to prepare and monitor organizational
budgets and ensure that the organization operates within budget
guidelines.
· Ensure the compliance with organizational policies and procedures,
donor requirements and applicable laws and regulations.
· Jointly with the Chairperson of the Board and Secretary of the Board,
conduct official correspondence for the organization, and execute legal
documents.
Programmatic support:
· Supervise the technical team and ensure that the program meets the
targets and deliverables outlined in the Strategic Plan, donor
agreements and satisfies other program commitments.
· Ensure that the adequate technical, financial, and material inputs and
assistance are provided for the implementation of programmatic
activities.
· Ensure that the program provides technical services of the highest
quality.
· Provide guidance and support for the process of transitioning
Foundation activities to the Affiliate and stay in close contact with
relevant donors during this process.
· Look actively for diverse sources of funding in view of identified
needs to respond to the HIV pandemic in Tanzania.
Relationships:
· Assure that the organization and its mission and programs are
consistently presented in a strong, positive image to stakeholders.
· Represent the organization with the Foundation, donors, NGOs, private
companies, and other relevant stakeholders.
· Interface with the national government and relevant agencies to ensure
mutual understanding of programs and optimize resource distribution and
the allocation of available funds.
· Develop relationships and initiatives to secure additional and longer
term financial support.
Required Qualifications
· At least 10+ years experience managing organizations and/or country
programs in Tanzania.
· At least five years experience in managing US government grants and/or
cooperative agreements.
· MD, MPH, MBA, or similar degree/education level.
· Proven experience in managing staff, including recruitment, staff
development, training, mentoring, and performance assessment.
· Demonstrated financial management experience, including the
preparation and management of budgets and contracts, and the management
of banking activities and relationships.
· Strong proficiency in written and spoken English. Fluent in Kiswahili.
· Displays highest standards of ethical conduct.
Knowledge, skills and abilities
· Excellent knowledge of program activities, including HIV clinical
service delivery, capacity building, and public health and program
monitoring.
· Strong understanding of the international development context and
experience in the international development sector (NGO, direct
bilateral, multilateral relationships) and with cross cultural teams.
· Knowledge of principles and practices governing USAID, CDC, and/or
other US Federal grant programs.
· Excellent strategic planning skills, including the ability to merge
the technical and operational demands of the program into a cohesive
structure.
· Skills and knowledge in program sustainability, capacity building,
project monitoring and evaluation (both quantitative and qualitative)
and reporting.
· Excellent analytical, oral, and written communication skills, as well
as the ability to cultivate effective communication channels between the
Affiliate and the Foundation.
· Proven abilities in the areas of staff development, including
attention to continuous feedback, the creation of cohesive teams,
increased productivity, and the building of positive staff morale.
· Good written and spoken English essential
· Ability to manage multiple priorities and projects while working as
part of a team, including the support and management of geographically
disbursed sub offices.
· Energetic, independent, self motivated personality with a solutions
based approach.
· Excellent IT skills (e-mail, Internet, MS applications, such as Word,
Excel, PowerPoint, Access, etc.).
