Project Manager – Strengthening Social Protection to prevent and mitigate the impact of HIV and AIDS and poverty in sub-Saharan Africa

National Position, Based in Nairobi

The Project Manager will provide overall management of a three year Project by working with HelpAge Country Offices, partners and nested organisations.

The Project Manager will ensure the execution of the project in accordance with the plans, budgets and terms and conditions of the contract with the donor.

In particular the Manager will also ensure that HelpAge is able to reinforce compliance within the HelpAge country offices and partners in Africa and the Africa Platform for Social Protection (APSP) and the Coalition on Children Affected by HIV and AIDS (CCABA).

Furthermore the Project Manager will be responsible to support the institutional development of APSP and ensure development milestones agreed are achieved.

The ideal candidate will have a degree in Social Sciences or other related field, five years experience in Project Management with focus on HIV and AIDS and Social Protection, strong organisational development, capacity building, team working and negotiation skills as well as own initiative and ability to work under pressure.

The candidate will also have strong budget and financial management skills and is able to ensure project finances are effectively accounted for.

Overall purpose of the Job:
To provide overall management of a three year Sida funded Regional Programme by working with HelpAge country offices and partners in Africa. The Programme Manager will ensure the execution of the programme in accordance with the plans, budgets and terms and conditions of the contract with the donor.

In particular the Programme Manager will be responsible for the nesting arrangement currently with the Africa Platform for Social Protection (APSP) and the Coalition on Children Affected by HIV and AIDS (CCABA).

Job content and Key Tasks
    * Provide management, technical and supervisory support to the Advocacy and Social Protection teams and partners in the implementation, monitoring and evaluation of the project activities related to this programme and measuring its impact.
    * Responsible for the co-ordination and timely implementation of the programme project ensuring effective liaison with the SP and Advocacy teams, country offices and partners ensuring they all support the delivery of the project in accordance with the approved plans and budgets.
    * Ensure effective coordination between the various ARDC thematic, M&E, Contracts Management, Communication and Finance and Administrative teams to ensure the programme receives all round support.
    * Manage contracts and be responsible for ensuring compliance with the Terms and Conditions of the Grant as agreed with Sida and in accordance with HelpAge’s internal contract management policies and procedures
    * Ensure annual programme targets are delivered on time by refining the existing and proposed annual plans and budgets and developing workable detailed plans.
    * Assist the Regional Advocacy Manager and the regional team, including partners, in the implementation of the regional level advocacy activities
    * Participate in meetings and other events involving key HelpAge International’s audiences
    * Responsible for the preparation and submission of timely donor narrative reports and ensuring corresponding financial are prepared and submitted on time.
    * Be responsible for the profiling of the programme by abiding by internal reporting systems and timeframes including monthly report, annual planning, mid-term and year end reports and others as appropriate
    * Coordinate capacity building activities to ensure the milestones developed for APSP’s autonomous status are achieved and regular technical and management support is provided to APSP to achieve this goal
    * As the budget holder, be responsible for programme finances ensuring the programme phasing is produced on time and a Detailed Budget Sheet is generated and uploaded in the SUN system to facilitate the generation of timely Project Monitoring Sheets.
    * Ensure the budget is managed with strict adherence to good practice financial procedures and the specific donor conditions. In case of deviation, provide feedback and guidance on corrective measures.
    * Work closely with the Finance team in designing effective budget monitoring systems, ensuring individual project budgets are regularly tracked and deviations from the budget are identified, investigated and corrective measures taken promptly
    * Ensure the quality of the programmes/projects is maintained through an effective monitoring system and that accurate data and information documented and reported according to requirements.
    * Undertake additional duties as requested to achieve HelpAge Africa’s strategic objectives

Extent of Authority
The post holder will make day-to-day decisions regarding the implementation of work within an agreed framework and budget limitations.

Person Specification
Essential
    * Degree in social sciences or related area
    * At least 5 years experience in management of complex programmes – including financial management
    * At least 5 years working in an NGO environment with a regional set-up
    * Experience in operational management
    * Experienced in managing programmes focused on HIV and AIDS
    * Strong organisational development skills and ability to capacity build partners
    * Strong team working and negotiation skills
    * Ability to show initiative and to work under pressure
    * Be administratively self supporting

Desirable

    * Knowledge and interest in ageing issues preferred
    * Knowledge of social protection, public health, international development, and/or social science research
