Background
Gender based violence (GBV) is one of the human rights concerns that has lifelong implication
in terms of health and other social consequences that negatively impact on the survivor. The
outcomes are even graver in resource poor settings.
Currently the Gender Commission is implanting a Gender based violence information management system project that was born as a product of the post election violence that rocked and tested the resilience of our country in 2007/8 period.
The programme seeks to Develop of a National Gender-Based Violence Information Management System (GBVIMS) by providing a standard tool and methodology for data collection and analysis and generation of GBV disaggregated data for improved GBV Programming in Kenya.
Piloting has already taken place in various provincial and district hospitals in Kenya with GBV disaggregated data available in some areas.
Job Purpose
The Gender Based Violence (GBV) Information Management Systems
(IMS) Officer will
coordinate the implementation of GBV IMS at the National Commission on Gender and Development (NCGD) as outlined in the UNFPA Kenya 2011 Annual Work Plan (AWP).
GBV IMS aims at setting up systems for the collection, analysis and dissemination of GBV data in
Kenya.
Duties and Responsibilities
Under the guidance of the Director, of the National Commission on Gender and Development
(NCGD), the Officer will be responsible for the following:
* Design and the development of a Relational Database based system for the consolidation and detailed analysis of GBV IMS data from various service providers;
* Design of system reports for sharing of GBV data with key stakeholders;
* Update of the Gender Based Violence web site with the service providers list;
* Provide support for piloting of GBVIMIS in target areas including the conduct of feasibility studies and installation/upgrading of available systems
* Monitor the working of the GBV IMS implemented in various centers including (Naivasha District Hospital, Migori District Hospital, Thika District Hospital, CBOs/NGOs in Nairobi and Mombasa);
* Implement GBVIMS in 10 district Hospitals in Kenya;
* Support other partners in the GBV National Working Group in the implementation of the system when requested;
Expected Deliverables
* Monthly progress reports on the implementation of GBV IMS;
* Periodic analytical report on GBV produced and disseminated to stakeholders;
* Monitoring and evaluation report on the already established pilot GBV IMIS sites;
* Updated GBV web site;

Qualifications
The ideal candidate for the position must possess a Bachelor’s degree in Information Communication and Technology\ (ICT) with at least 5 years experience in database development, usage and management, data analysis, reporting n data sets and statistical software.
The candidate must possess excellent computer skills (MS Word, Excel and database software,
including pivot table/chart.

Background
Gender Mainstreaming is a flagship project of Kenya’s First Medium Term for the long-term
vision 2030. The government of Kenya has established the Ministry of gender, children and
social development and the National Commission on Gender and Development as part of the
national machinery for the promotion of gender equality in Kenya.
The NCGD is a semi-autonomous National Commission established under the ministry of gender with a mandate to coordinate, implement and facilitate gender mainstreaming in national
development and to advise government on all aspects thereof.
A strategic issue of focus for the NCGD for ensuring transformative gender mainstreaming is addressing gender inequality in economic policies inter alia the distribution of national resources through institutionalization of Gender Responsive Budgeting at national and sub-national levels.
In support of this objective, the NCGD is collaborating with UNFPA in the enhancement of its capacity to research, analyze economic policies for national development planning. Towards this objective, UNFPA now seeks to hire a Programme Officer -Gender and Economic Policy to be based at the National Commission on Gender and Development.
Duties and Responsibilities
* Coordinate the activities of the Gender Responsive Budgeting (GRB) taskforce of the National Commission on Gender and Development;
* Conduct capacity building training for target beneficiaries at national and decentralization levels Gender Responsive Budgeting;
* Support the monitoring of the national budgetary process and participate in sector working groups for the medium term expenditure frameworks;
* Advise the GRB taskforce and the NCGD on programme prioritization;
* Facilitate the development of indicators to ensure GRB in selected sectors;
* Facilitate policy analysis, research/data collection for Gender responsive budgeting;
Required Competencies

* Skills to manage relationships, communicate and develop people

Qualifications
The ideal candidate for the position must possess a degree qualification in Economics, Public
Policy Management with/or Gender and Development studies /other related fields of study,
preferably at postgraduate level.
The candidate must have at least 3 years relevant experience in a private or public sector institution.
