Terms of Reference for Consultancy to Carry out a Comprehensive Review of the Kenya CSO Standards 0 Scope of the Assignment
1.Undertake review of the Kenya CSO Code of Practice, and Kenya CSO Standards their applicability in the ‘Sikika Hasa campaign’ project as well as lessons learnt from past experiences and revise them accordingly as required.

2.Develop the Kenya CSO Organizational Capacity Assessment (OCA) Tool into an Integrated and useful toolkit for Organizational Development that can be used to facilitate the promotion and implementation of the CSO Code of Conduct and CSO Standards. The Consultant will be required to convert the OCA Tool into a TOOKKIT comprised of three main tools and some supporting tables:

    * Organizational Development Matrix (ODM)
    * Organizational Development Calculation Sheet (ODCS)
    * Organizational Development Profile (ODP)


3.Propose any other strategies for the implementation of the CSO Code of Practice and CSO Standards.

Outputs

All the outputs should be to the satisfaction of the CSO Capacity Building Manager and his team.
The following are the expected deliverables:
    * Reviewed and Final Edition of Kenya CSO Code of Practice
    * Reviewed and Final Edition of Kenya CSO Standards
    * Integrated and useful TOOLKIT for Organizational Development including

   1. Organizational Development Matrix (ODM)
   2. Organizational Development Calculation Sheet (ODCS)
   3. Organizational Development Profile (ODP)

    * Any other strategies for the implementation of the CSO Code of Practice and CSO Standards.

Timing & Duration
The duration of this assignment shall be 10 days, starting on Tuesday 25th January 2011 and being completed by Monday 7th February 2011. The consultant will present a report to the CSO Capacity Building Manager, on Wednesday 2nd February 2011 at PEN offices situated at AACC Compound, Waiyaki Way, Westlands, Nairobi from 10.00 am to 1.00pm

Qualification/Necessary Skills and Experience of the Consultants
    * Knowledge and experience in civil society sector and organisations in Kenya
    * Strong belief in the sector and understanding of CSO capacity enhancement or development of CSO standards
    * Familiarity with initiatives on the development of CSO standards; policy issues and development dialogue within civil society will be advantageous
    * Professional experience in conducting research (data collection & analysis) and reporting
    * Good analytical skills
    * Excellent documentation and writing skills
    * Creativity; innovation and good presentational skills
    * Computer literacy

Interested consultants (individuals/firms) with experience in executing similar assignments are therefore called upon to submit their expression of interest (EOI) and CVs and to the undersigned preferably by E-mail.

Alongside the EOI / CV the consultants (s) must also submit the following;
    * Detailed budget for carrying out the work
    * Profile of the individual(s) that will carry out the work
