OBJECTIVES OF THE PROGRAMME :
· To improve availability and access to quality comprehensive care and support services for HIV patients.
· To scale up prevention and interventions towards universal access targets.
· To strengthen Monitoring and Evaluation (M&E) systems.
· To improve coordination and management capacities for effective response.
Description of duties:
Purpose of the post:
The National Programme Officer for HIV laboratory Services will be accountable and responsible for all laboratory services related to HIV programme and its quality assurance technically and financially.
Organizational Context:
Under the direct supervision of the Medical Officer (HIV), and overall supervision of the WHO Representative, the National Programme Officer for HIV Laboratory Services will oversee the implementation of laboratory services and its quality assurance in relation to the HIV programme.
Summary of assigned duties:
Under the overall supervision of the WHO Representative for Somalia, the incumbent will perform the following:
1. Provide assistance and support to the HIV Medical Officer, Somalia.
2. Develop national supervisory and monitoring systems to ensure proper implementation of laboratory services related to the HIV programme.
3. Develop and implement a comprehensive action plan for laboratory services related to the HIV programme.
4. Develop and maintain internal and external quality control scheme for the Anti-retroviral Therapy (ART) and Voluntary Counseling and Testing (VCT) sites in Somalia in terms of developing proficiency panels, proficiency testing for all health workers, on site job training and supervision.
5. Create and maintain a central database for all HIV testing sites in Somalia.
6. Review, update and ensure standard operational procedures in support of the ART programme in Somalia.
7. Establish and ensure an effective laboratory data management in support of the HIV programme.
8. Oversee HIV/Sexually Transmitted Infections (HIV/STIs) surveillance laboratory activities in Somalia.
9. Follow-up and collect relevant information from programme sites and prepare periodic progress reports including tracking and monitoring project expenditure.
10. Collaborate with national staff of HIV and Tuberculosis (TB), ASD Unit staff, UN Agencies and partners to reach common understanding on HIV workplans and budgetary allocations.
REQUIRED QUALIFICATIONS
Education:
First university degree in medical laboratory sciences or equivalent professional training or self-study/work experience.

Functional skills and knowledge:
· Thorough knowledge and skills of basic laboratory services and laboratory services and ART programme.

· Skills in planning, managing laboratory services and coordination of programmes.
· Ability to prioritize, organize, manage and adapt management style according to needs.
· Knowledge in keeping financial and programmatic tracking of the programme.
Other skills:
· Computer literacy.
Experience:
Essential:
· Minimum one year work experience in laboratory medicine or equivalent.
· Experience in working with Anti-Retroviral Therapy programme.
Desirable:
· Knowledge of WHO mandate and goals and or experience in UN organization/agencies or international institutions.
Languages:
· Excellent knowledge of English and the local language
