Purpose of the Position

You will be responsible for advising and supporting 20 country offices on all aspects of Monitoring & Evaluation, especially compliance with the Evaluation Policy through technical support to integrated monitoring and evaluation plans (IMEPS), high quality regional and country level surveys and evaluations, organization of regional training on evaluation, data collection and evidence generation, policy guidance and development of monitoring and evaluation mechanisms, and to assess progress and to fulfil related regional oversight and reporting accountabilities.

Key Expected Results


1. You will provide overall leadership and coordination to increasing capacity in monitoring and evaluation, for Regional Office, Country Offices and national counterparts through training, collecting, evaluating and disseminating best practices, technical reviews, advisory work and regional networking; liaise & harmonise with other UN agencies, regional institutions as well as international institutions such World Bank, WHO and NYHQ in such efforts. Must be able to act as a regional trainer/resource person for such training activities.

2. You will provide overall leadership and coordination to strengthen the Evaluation capacity in Country offices in the region and the Regional Office in line with priorities identified in the global Evaluation policy through specific evaluation trainings, technical assistance on evaluation design and implementation, and oversight regarding the regular planning of proper evaluations.

3. You will provide overall leadership, guidance and direction in planning and formulation of CCA databases, UNDAF Results Matrices and M&E Plans, Country Programme Document Summary Results Matrices, Country Programme Action Plan results and Resources Matrices, country programme logframes, integrated monitoring & evaluation and research plans (IMEPs) for country programmes in the region, in collaboration with programme coordinators and sectoral advisors, including incorporation in the Country Programme Exercise process. During this process, contribute to ensuring the coherence of Country Programme in terms of convergence of various activities, strategies and specific objectives towards major goals and advise corrective action.

4. Contribute towards identification of knowledge gaps/research needs at country level and assist in planning effective evaluations, assessments and studies, where necessary and advisable, lead or participate in such field-level activities; e.g. donor-requested evaluations of UNICEF-supported programmes; government-requested assessments of routine monitoring systems in the social services. Build capacity in country offices and regionally for higher quality terms of reference, evaluations and evaluation standards.

5. You will be responsible for the development and maintenance of the Regional Office Monitoring and Evaluation Technical Assistance Facility to facilitate high quality technical assistance to country offices in the region. Responsible for overseeing the development and maintenance of the Regional Office database- AfricaInfo-- on key indicators on women and children; provide leadership for its expansion to other agencies and its development in the region, including strengthening country applications, development and use of the web based version; serve on global field reference group for DevInfo and coordinate and monitor implementation of regional DevInfo workplans from all country offices.

Qualifications of Successful Candidate

Advanced university degree in Social Sciences or relevant technical field.

Ten years progressive experience at national and international level in programme research, monitoring and evaluation , including leading/conducting research/evaluations/assessments; field experience in African countries in training, monitoring and evaluation in both French and English.

Technical Knowledge of latest developments and applications in monitoring and evaluation of social development programmes and development of social statistics;

Quantitative Statistical skills and Knowledge and experience with computer management and relevant applications.

Fluency in English and another UN language, preferably French.
