CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
CARE is looking for a suitable candidate to fill the position of Water, Sanitation and Hygiene (WASH) Advisor to ensure technical quality of all water, sanitation and hygiene promotion work.
Job Summary
The WASH Advisor will be responsible for technical support to all CARE WASH interventions, both in CARE’s emergency and development programs.
S/he will support the organization in the promotion of community led approaches for sustainable operation & maintenance of water points, undertake project site visits and share monitoring reports with the program and sector managers.
S/he will provide technical advice for the assessment, design, implementation, monitoring and evaluation of WATSAN projects in Somalia, support the development of simple but effective monitoring systems and improve environmental health database design and management, identify opportunities for funding and provide technical support in writing of funding proposals and donor reports as well as build staff capacity, train and mentor the WASH team in the project sites and develop strong expertise teams.
The incumbent of this position will also be expected to take lead in developing a WASH strategy for Somalia that will include women empowerment, which is a key focus of all CARE work in Somalia, oversee technical design development, including all water sources and sanitation facilities as well as review CARE Partners’ technical designs to ensure that they conform to acceptable standards.
The Advisor will be charged with strengthening a newly initiated WASH local NGO Network and will be expected to develop, expand and maintain effective and efficient relations with relevant stakeholders.
S/he will be responsible for ensuring comprehensive collaboration with partners, liaise with technical counterparts in government and humanitarian organizations, and participate in donor liaison.
The Advisor will also conduct capacity assessments of CARE (WASH) national partners to identify gaps.

Required skills and qualifications
* A Degree in hydrology, Water Engineering or Sanitation Engineering or related field ;
* At least five years experience in managing the provision of water supply and sanitation services in developing countries, preferably in Somalia;
* Experience in advisory service and training;
* Good project designs of civil engineering works;
* Knowledge of and/or Fluency in the Somali language will be an added advantage;
* Good report writing skills and data management background and computer skills;
* Good understanding of new and innovative approaches in WASH interventions;
* Demonstrated skills in community mobilization;
* Strong knowledge of international donor projects is highly desired;
This position will be based in Hargeisa, Somaliland, with 50% travel to the field locations throughout Somaliland. Due to the urgency to fill this position, applications will be reviewed and shortlisted as they are received. The position will remain open until filled.
