Location: Kenya - Nairobi

The UNHCR/BMZ Partnership Programme is funded by UNHCR and the German Government (BMZ: Federal Ministry for Economic Cooperation and Development). The Programme supports refugees and internally displaced people by means of three major components: Care and Maintenance, Repatriation and Reintegration. Currently the Programme operates in eight countries in Africa plus Afghanistan.

For our Programme in Kenya we are looking for a Country Programme Manager (CPM).

Your task will be to manage the operations in Dadaab, Kakuma and in the Urban Refugee Programme in Nairobi (planning, coordinating, implementing, administrating
, monitoring and reporting).

Required qualifications:
    * Master's Degree
    * At least 5 years working experience in relief and refugee related activities
    * Experience in management and administration
    * Experience in planning, organization, implementation and M&E
    * High sense of responsibility and decision-making capability.
    * Arbitration skills in conflict situations
    * High sense of diplomacy, negotiation skill and sensitivity
    * Ability to network with other agencies and partners in cooperation with UNHCR and DETA (Development Oriented Emergency and Transitional Aid)
    * Ability in communication and social-cultural integration
    * Leadership competence to manage a socially and culturally diverse team

Duties:

    * Coordination of planned activities as commissioned by BMZ and agreed upon in the Grant Agreement
    * Personnel management and project administration
    * Contract management
    * Ensure monitoring and evaluation of the project
    * Ensure timely preparation of budgets and reports
    * Ensure efficient accounting and financial reporting
    * Budget controlling and asset management
    * Organisation of internal audits and controls
    * Elaboration of concepts and
    * Networking with other Partners and agencies

The contract will be until December 2010 with the option to extend until end of 2011.
