A Regional Management Structure, consisting of five regionaloffices, each headed up by a Regional Manager, is in place for the implementation of the Framework

The Horn & East Africa programme (covering Kenya, Ethiopia, Uganda, Sudan and Somalia) is managed from Nairobi.

Scope of the Role: To provide leadership and strategic direction to the Trócaire development and emergency programme in Horn & East Africa, in line with the objectives and priorities outlined in the organisational strategic framework. Overall responsibility for the leadership and management of all aspects of the regional programme and activities / operations in Horn and East Africa

Key Duties & Responsibilities: As the senior representative of Trócaire in Horn & East Africa, the Regional Manager is responsible for managing Trócaire’s presence in the Region and for providing leadership and direction to Trócaire staff at regional and country level.

There are three fundamental components to this management and leadership role, which the Regional Manager undertakes both to fulfil as an individual and to ensure fulfilment through other management and staff roles in the region (Assistant Regional Manager, Country Representative, Regional Finance Officer):

    * Representing, and communicating the work of, Trócaire within the region to the wider development community (diplomatic missions, other INGOs, donors, multi-lateral agencies, etc.) and to the authorities in each country (relevant Ministries and Administration);
    * Communicating the work of the Region to the wider organisation, through participation in various meetings and processes, and through the establishment and maintenance of good working relationships with relevant staff;
    * Ensuring that Trócaire staff in the region are fully conversant, and acting in accordance, with the ethos, vision and mission of the organisation, as well as with all organisational policies, procedures and standards; and that staff display an awareness of organisational priorities and key stakeholder relationships in their work.

Within this context, the following are the main duties associated with the leadership and management of Trócaire’s work in the region:

    * Lead the implementation of the Regional Strategic Framework for Horn & East Africa, in line with the Trócaire Strategic Framework 2006-16, including the implementation of priority thematic programmes for the region
    * Line manage a team of programme and administrative staff, including a Regional Administrative Assistant and a Regional Liaison Officer based in Maynooth.
    * Ensure that the ongoing implementation of Trócaire programmes and projects in the region is done to the highest standards, incorporates relevant organisational policies and strategies, and exhibits best practice in monitoring, evaluation and learning.
    * Manage regional and country budgets and financial systems, in consultation with the Finance Department and International Dept. Management in head office, ensuring that regional and country level accounts are produced on time and to the highest standard.
    * In collaboration with the Institutional Funding Unit, promote the acquisition of institutional funding from appropriate donors, both in-country and through responding to international opportunities.
    * Ensure the full integration of the organisational Management Information System at a regional level, including promoting the most efficient, effective and comprehensive use of the various components of the system.
    * Manage personnel and HR systems for the region, in consultation with the HR Department and International Department Management in head office, including the comprehensive induction of new staff.
    * Communicate regularly with other units of the organisation, including Fundraising, Communications, Development Education, Policy and Research, to ensure that the needs of those Units are met.
    * Participate in meetings of the Regional Managers with the International Dept Management Team (IDMT) and the organisational Strategic Leadership Team (SLT) on a six monthly basis to review progress against the strategic plan and to discuss major issues arising at field level.
    * Participate as a core member of one of the thematic programme teams on an ongoing basis
    * Represent Trócaire on external networks such as CIDSE and Caritas, as appropriate.

Person Specification – Essential Requirements (E)

(E) Qualification/(E) Experience

    * A minimum of five years’ experience in the management of development programmes of substantial scale, including at least three years overseas
    * A thorough knowledge and understanding of the international development sector, with particular reference to the specific role of international NGOs
    * A demonstrated ability to think strategically and to develop and oversee the implementation of a regional strategy
    * Knowledge of both development and emergency programming
    * A demonstrated ability to manage personnel and human resource systems
    * A demonstrated ability to manage budgets and financial systems
    * A thorough understanding of partnership and rights based approaches
    * A specific knowledge of Programme Cycle Management issues, including development of proposals and reports, monitoring, evaluation and impact measurement systems.

    * Excellent written and oral skills in English
    * Excellent written, verbal and IT communication skills

(E) Qualities

    * Understanding of, and empathy with, the role of the Catholic Church in development
    * A strong commitment to the work of justice and an empathy with the ethos and work of Trócaire.

(E) Other

    * Ability and willingness to travel within and outside the region on a regular basis

Person Specification – Desirable Requirements (D)

(D) Qualification

    * A relevant post-graduate qualification in development or a related area.

(D) Experience

    * Specific work experience in or knowledge of the region
    * Specific experience of working in an NGO environment

(D) Skills

    * Working knowledge of Swahili
