JOB PURPOSE

The post holder will have overall responsibility for managing the safety and security of all Save the Children in Somalia/Somaliland staff. S/he will ensure that all global policies and procedures are systematically applied across the Somalia programme and are incorporated into local manuals available to all staff clearly stating responsibilities and procedures and mechanisms to be maintained in place. This will include the ongoing assessment of threats and the provision of advice to manage risk; the maintenance and updating of guidelines; ensuring that field working practices are robust and that all staff are aware of, trained in, and adhere to these policies and procedures. Integral to the posting is the ability to work successfully with field teams to cultivate capacity and motivation thereby ensuring field-based responsibility for security analysis and management. Working from the Nairobi Office the post holder will liaise closely with the Kenya programme to maintain an overview of security issues and threats in Kenya. The post reports to the Country Director and works in close collaboration with field-based Regional Managers and Heads of Provincial Offices. Technical and policy support will be provided from the Security Department in SCUK in London and contact will also be maintained with the identified officers in the headquarters of the participating members of the unified programme as well as the security Working Group of SC Alliance.

KEY ACCOUNTABILITIES
Security Management and Systems
    * Provide direct technical support and management to appointed security focal points in the provincial office and liaise closely with the regional managers on the competence and performance of these staff.
    * Spearhead the constant review of all local Safety and Security Guidelines and procedures for all operational areas, in accordance with SC Alliance global security guidelines and SCUK's minimum standards.
    * Ensure security plans are reviewed as part of a fully inclusive process involving as many team members as possible.
    * Ensure that contingency plans for each provincial office are in place and include plans for Evacuation, Relocation, Hibernation, and Medical Evacuation. These must be effectively disseminated to all staff and must include a detailed contextual assessment and situational update which is regularly revised at least monthly.
    * Ensure that SC vehicles, premises and equipment are compliant with basic security standards.
    * Maintain a security risk assessment and regularly revise as and when the context and situation on the ground changes.
    * Research and analyse security-related information from a variety of local and international media sources, district offices, the UN and other INGOs in order to produce a formal weekly security update.
    * Monitor HR / Finance / Logistics working practices in the safety and security context and alert the Country Director if inappropriate decisions are impacting on the safety and security of the team.
    * Ensure that incident report forms are properly compiled by staff and are sent to relevant Country Programme staff and to the contact persons within SCUK, SCD and SCF head offices/regional offices. This will include contact points of any further participating members joining the unified programme in the future.
    * Produce and submit to CLT monthly analytical management report pertaining to the security situations in Somalia/Somaliland, program threats, trends, recommendations etc.
    * With the HR Manager and Heads of provincial offices, to coordinate the induction of all new staff joining Save the Children.
    * Ensure that all visitors to the programme, whether to Nairobi or Somalia/Somaliland, receive not only an advance pack advising on security but also a briefing on security within 24 hours of their arrival
    * Assist in the debriefing of staff that have experienced security incidents or 'near miss' incidents.
    * Coordinate post-incident follow up actions, analysis and recommendations.
    * Ensure systems are in place to instantly respond to a crisis management situation; ensure that lines of communication and reporting to the Crisis Management team in London are fully understood and implemented
    * Ensure that all staff are regularly trained on personal security.
Documentation
    * Ensure that briefing documents and maps are developed to help orient all new staff (national and international) about the overall security situation in Somalia and the particular threats and procedures in the areas where staff will be based.
    * Conduct ongoing threat assessments and compile reports on security assessments of offices, staff guest houses, field sites and project areas.
    * Systematically map all incidents on a dedicated map and provide timely analysis to identify emerging trends. Ensure district offices adhere to the same process and share information accordingly.

Capacity Building and Training

    * Provide training to provincial office “security focal points” as required. Mentor and train a national counterpart if an appropriate individual can be identified.
    * Build the awareness and capacity of both international and national personnel in terms of personal safety and security. Develop a programme of induction and continuation training for current and new staff.
    * .Act as a team facilitator during the development of Provincial Security Management Plans.

Coordination, communication and Networking

    * Coordinate and liaise on programme safety and security matters with all relevant actors such as national and international NGOs, UN, Donor organisations, government authorities.
    * Proactively share information with staff in Nairobi and in the field ensuring high security awareness levels and close situation monitoring.
    * Ensure that the various management communication systems established are adhered

GENERAL STATEMENT

    * Perform other tasks as requested by his/her immediate supervisor.
    * Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
    * Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Protection Policy.

WORKING CONTACTS
Internal: All other members of the CLT; All staff of SC Somalia/Somaliland Program, concerned staff and managers of SCUK and SCF regional offices and Head Offices of SCF, SCUK and SCD.

External: NGO consortium, UN Security Advisor, INGOs and other relevant stakeholders for obtaining and sharing security information.

PERSON SPECIFICATION
ESSENTIAL:

    * A formal security qualification or appropriate security management training.
    * Practical field experience in security management/leadership role (e.g. military, police, or direct INGO security management).
    * Work experience in insecure/hostile environments, preferably in an INGO capacity
    * Ability to work within a multi-cultural, multi ethnic team and have comprehensive knowledge of the context and challenges of operating within the Horn of Africa region.
    * Experience and knowledge of personnel and organisational security issues, threat/risk assessment, security management and security awareness in an insecure environment.
    * Ability to accurately read and navigate using 1:50000 maps, and plot GPS coordinates.
    * Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of a incident warning system (warden system), compilation of security reports and assessments.
    * Facilitation skills to train and coach national and international staff.
    * Technical competency and training experience in field based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite systems and internet systems.
    * Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, Access and other database/mapping systems.
    * Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
    * Sound knowledge of humanitarian principles of impartiality and neutrality as outlined in the Humanitarian Charter and the International Red Cross Code of Conduct.
    * Fluent in written and spoken English.
    * Strong report writing, analytical and interpersonal skills.
    * Understanding of and commitment to SCs aims, values and principles.

DESIRABLE:

    * Instructor level experience in the training of security/safety related subjects
    * Previous security/logistics management work experience with international NGOs in East Africa.
    * Knowledge of INGO humanitarian work in emergencies.
    * Experience in advising on security from a remote basis
