General Functions:
Under the overall supervision of the IOM Chief of Mission (CoM) in Kinshasa, under the direct supervision of the Project Manager for “Support for the Human Resources Reform of the Congolese National Police”, and in close coordination with the Resource Management Officers (RMO), the selected candidate will be responsible and accountable for supervising and managing the logistics, procurements and general technical matters of the project in accordance with the Organization’s regulations and procedures. In particular she/he will: 1. Prepare and implement project logistic (procurement/contracting, facilities maintenance, asset administration, warehousing and transport support), strategic plan to support the project implementation and ensuring adequate and timely response to the demands of the partners and the donor for the office and sub office of the project.2. Plan logistics tasks and activities, including budgeting, scheduling and provision of materials and equipment needed by the project. Prepare regular progress reports, statistical information and briefing material as required. 3. Organize and implement, in close coordination with other support unit a cost effective and reliable system for transport of personnel, materials and equipment needed in programme implementation. 4. Prepare and implement vendor/contractor accreditation and evaluation process to ensure availability of pool reliable vendors and contractors to address the needs of the project and the mission. 5. Prepare and implement permanent instructions for procurement, contracting, warehouse operations and asset administration that are compliant to IOM’s general instructions, policies and procedures. Organize and maintain systems and procedures for procurement/contracting of supplies, equipment, services needed by the project. 6. Prepare and implement appropriate internal control mechanism to safeguard project’s assets. 7. Work with the programme management in preparing and issuing call for proposals and bidding documents for the tendering of the project. Ensure proper biddings are done transparently and in accordance with the set rules and regulations under the Field Procurement Manual. 8. Implement contract tracking and administration system to ensure proper tracking and monitoring of contracts/agreements procured by the project. Draft contracts agreements and ensure that proper coordination with Legal Unit in Geneva is adhered to prior to any engagement to the contracting party. 9. Provide guidance and technical assistance to national staff under his/her supervision. Monitor professional development of staff and recommend trainings as required. 10. Perform other such duties as may be assigned.
Desirable Qualifications:
Education and Experience a) Completed university degree from an accredited academic institution, preferably in Business Administration or Logistics or alternatively an equivalent combination of training and experience relative to the enumerated tasks; b) five years of experience in logistics and procurement; c) diverse experience working on complex projects, specifically meeting timelines and milestones; d) experience living and working in Phase 3 security environment. Competencies a) Excellent communication and negotiation skills, ability to prepare clear and concise reports, b) ability to write logistics procedure and instructions; c) ability to coordinate administrative activities; d) good analytical and organizational skills; e) financial awareness; f) personal commitment, efficiency, flexibility, drive for results, creative thinking; g) demonstrated gender awareness and gender sensitivity; h) ability to work effectively and harmoniously with colleagues from varied cultures and professional background; i) good level of computer literacy.
