Under the direct supervision of the Chief of Mission (CoM) and in coordination with the Project Development Officer in Kinshasa and with relevant units in MRF Pretoria and at Headquarters, the successful candidate will be responsible for the successful development of new projects and for the monitoring of IOM ongoing projects particularly in the Eastern Democratic Republic of the Congo (DRC). In particular he/she will: 1. Understand and communicate donor priorities and funding opportunities in the Eastern part of the DRC and propose the development of new projects that correspond to IOM’s institutional and country-specific expertise. 2. Take the initiative to design and develop new programmes / projects, in close coordination with project managers in the Eastern DRC (Goma, Bukavu, Bunia, Dungu and other locations) field offices and with the CoM, donors, beneficiaries and partner organizations. 3. Develop and regularly update and share tools that allow the mission and the field offices to keep track and speed up project development, endorsement, project code issuance and timely start of projects. 4. Coordinate project development with the Project Development Officer based in Kinshasa. 5. Contribute to monitoring progress of projects in the Eastern DRC and to the internal and external information about project activities and the achievement of project milestones. 6. Be aware of the reporting requirements for the different projects in the East. Assist the project managers in drafting intermediary and final donor reports for the projects, and submit these reports to the Project Development Officer in Kinshasa and the CoM for submission to donors and DRD. 7. Represent the organization in various technical level inter-agency and relevant coordination meetings in Goma. 8. Assist the CoM in all matters related to the projects in the East, including the contribution to the reporting of the mission and to communications for the media. 9. Undertake duty travels related to project development as required and authorized by the CoM. 10. Perform such other duties as may be assigned.
Desirable Qualifications:
Education and Experience a) Completed university degree from an accredited academic institution, preferably in Political or Social Sciences, International Relations, Law, and/or an equivalent combination of training and experience; b) three years of experience in the field of migration issues, project design, or project management and implementation; c) working experience in a complex environment or in the region is an asset. Competencies a) Excellent communication, negotiation and mediation skills; b) excellent report writing skills; c) effective resource management skills, strong strategic and creative thinking; d) personal commitment, drive for results, efficiency, flexibility; e) demonstrated gender awareness and gender sensitivity; f) ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; g) good level of computer literacy. Languages Thorough knowledge of French and English.
