Project Manager – Strengthening Capacity of Teacher Training In Primary and Secondary Education (SCOTTPS)

Working as a consortium with Save the Children, CARE, ADRA and NRC, Diakonia Sweden is implementing SCOTTPS project in Somalia/Somaliland financed by the European Union (EU).

We wish to recruit a?
Project Manager?who will be based in Garowe, Puntland State of Somalia and will be responsible for the overall management of the project of Diakonia Sweden and providing technical support to ADRA and the Teacher Training Institutes (TTIs).

The major roles and responsibilities include:

    * Prepare annual and interim activity and financial plans
    * Provide technical support to teacher trainers and ills to ensure quality of teacher training
    * Provide technical support to MoE/ REOs in the area of curriculum development and harmonization, policy and strategy development, while establishing minimum standards for trainees and trainers and selection criteria etc

    * Organize technical support and training to TEUs, Secondary Education Units, Gender Units and REOs
    * Ensure quality and standard of teacher training through support to MoE in establishing and improving assessment, examination systems and providing technical support to Examination Boards/Counsel
    * Ensure and strengthen mentorship system for rural trainees jointly with MoE, REOs and ills
    * Undertake regular joint monitoring together with respective MoEs and consortium members
    * Establish and maintain adequate data base in relation to teacher training at TT1, regional and ministry level
    * Organize periodic experience sharing visits among TTIs and ensure effective training of trainers
    * Organize regular steering committee meeting to ensure overall leadership and ownership by respective ministries
    * Ensure and facilitate timely and quality procurement of supplies, equipments, production of training modules, supplementary reading materials
    * Ensure that donor’s financial, procurement and supplies management procedures and guidelines are respected and strictly followed including by implementing partners
    * Maintain effectiveness and efficiency in the course of implementation of project and ensure project resource is used for the intended and planned project activities and purposes only
    * Prepare and submit monitoring report and bi-annual project progress report and financial reports as per the donor and agreed formats to the lead agency
    * Enhance networking and collaboration with relevant actors for maximum impact, harmonization of strategies and sustain ability of project achievements

Qualifications and Experience:

    * Must be a holder of a Bachelor’s degree in Arts/Science – Social Sciences; Development studies, Law, Political Science with major emphasis in the area of education.
    * Relevant professional courses in project management, M &E etc
    * Must possess a minimum of five (5) years progressive relevant experience in a fast paced multi-cultural NGO with international work experience in the field of education, program and project management in developing countries.
    * Proven experience in implementation of EU funded projects and Somalia experience
    * Experience in Participatory and Rights Based Approaches
    * Experience in managing administrative and financial processes including budgets, reporting, resource management etc within a project/programme

Competencies:
    * Clear understanding of the dynamics within Somalia
    * Excellent report writing, networking and negotiation skills.
    * Proposal writing skills will be an added advantage
    * Working knowledge of Information and Communication Technology. Use of project management information systems will be an added advantage
    * Good leadership, management, training and facilitation skills
    * Good interpersonal skills to be able to relate to people of diverse backgrounds
    * Be a team player and self driven with ability to work with minimal supervision
