Save the Children UK Monitoring and Evaluation Coordinator Job in Kenya

Save the Children UK in Kenya works in the North Eastern Province (Dadaab, Wajir and Mandera) with Programmes in Child Protection, Nutrition, Livelihoods and Health.
We are seeking a qualified candidate to fill the following position:
Monitoring and Evaluation Coordinator (Roving) – Marsabit, Samburu and Isiolo
Job Purpose
Under the supervision of the M&E Manager, the roving M&E coordinator will be responsible for supporting the MOH in reporting, coordination, and operation of the M&E for High Impact Nutrition Interventions at district level.
Key Accountabilities:
1. Assist the M&E manager and HINI implementing partners to:
* Develop a monthly reporting format.
* Collect, compile and analyze reports prepared by implementing partners and MOH and consolidating the progress reports for the DHMT and NTF.
* Discuss the M&E data with the DHMT on a monthly basis and agree if any corrective actions are needed.
* Support the DNO and DHRIO to strengthen the capturing of quality data and timely reporting at health facility level.
* Support the DNO and DHRIO in data collection, analysis and interpretation.
* Ensure maximum involvement of all stakeholders in the M&E for HINI.
* With support from the M&E manager, develop the district nutrition database and analysis framework.
* Supervise data collection during baseline, midline and endline surveys.
* Facilitate monthly coordination meetings in the 3 districts.
* Facilitate distribution of job aids to all health facilities (GOK and Private) in the 3 districts.
* Carry out field visits to the health centres to ensure that the HINI is being implemented as planned.
2. Strengthening the ministry of health information system to monitor and evaluate HINI targets at district level
* With MOH and implementing partners identify all the tools existing in the MOH health management information system that will be used for HINI and agree on any required changes, support and resources.
* Develop the annual work plan for the HINI M&E.
* Guide the process of reporting on each of the target indicators to record and report progress against the work plan.
* Review the quality of the MOH data collected, methods of collecting and the degree to which it will provide good baseline statistics for the final evaluation.
* In coordination with other stakeholders at the district level, develop a user friendly nutrition database and analysis framework.
* Support the roving M&E coordinator to ensure that the monthly reports and quarterly from the health facilities are accurate, timely and of good quality.
* Review the monthly monitoring reports, analyse them for impact evaluation and identify the causes of potential bottlenecks in HINI implementation.
* Collaborate with implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
* Plan for regular opportunities to identify lessons learned and implications for further scale up in other districts.
* Document implementation process and lessons learnt and use these to develop a detailed plan for scaling up HINI in other districts.
* Undertake baseline, mid line and final assessments using the small scale survey methodology.
* Provide training and ongoing support to roving M&E coordinator in report writing, analysis and interpretation of data.
* Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
* Share on a monthly basis the outputs of the M&E findings (and future implications) with project staff, implementing partners, MOH and the Nutrition Technical forum.
* Develop TORs for the assessments and quarterly review meetings.
3. Disseminate job aids for HINI to ensure standardized implementation
* Distribute Job aids to all GOK and private health facilities in the 3 districts.
* Ensure the job aids are well understood and available at the health facilities at all times.
* Ensure that the job aids are used and guideline followed in the implementation of HINI.
4. Coordination
* Ensure that the coordination framework as is followed during HINI implementation.
* Ensure monthly coordination meetings are held in each district.
* Facilitate dissemination of monthly reports at the coordination meetings.
* Make plans and invite the M&E manager for the quarterly review meetings.
Person Specification:
Essential
* Commitment to and understanding of Save the Children’s aims, values and principles.
* University degree in nutrition or related discipline.
* Experience in conducting nutrition assessments.
* 3 years working experience in M&E
* Excellent report writing ability.
* Excellent diplomatic, facilitation, coordination and leadership skills.
* Strong organisational and analytical skills, and ability to work under pressure.
* Strong interpersonal skills.
* Highly motivated, and flexible.
* Excellent verbal and written skills in English and Kiswahili.
* Excellent computer skills, particularly with Excel and analysis software especially ENA for smart, Epi Info and SPSS.
* Willing and able to be based and travel regularly within remote areas, where services are limited.
